SUBJECT: Board Resolution Re: Support Caltrans' grant application to the
California Transportation Commission for Capitol Corridor rail
passenger service initial operating funds
SPECIFIC REQUESTS) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
Adopt Board Resolution (see Exhibit A) in support of Caltrans'
request to the California Transportation Commission for initial
operating funds for Capitol Corridor rail passenger service.
FISCAL IMPACT
None.
BACKGROUND/REASONS FOR RECOMMENDATIONS
.The� California Transportation Commission is scheduled on Thursday,
October 17, 1991 to act on Caltrans ' request for approximately $4,5
million to initiate operation of Capitol Corridor rail passenger
service between Sacramento and San Jose. Contra Costa County will
be directly served by the Capitol Corridor service with scheduled
stops at Martinez and Richmond and with interconneting bus service
to other County destinations. This initial service will provide
County residents with 3 daily round trips to Sacramento and East
Bay/South Bay destinations. The Transportation Committee has
reviewed this matter and recommends the Board adopt a resolution in
support for Caltrans' request to the California Transportation
Commission for Capitol Corridor operation funding (see Exhibit A) .

BEFORE THE CALIFORNIA TRANSPORTATION
COMMISSION FOR INITIAL OPERATING
FUNDS FOR THE CAPITOL CORRIDOR RAIL
PASSENGER SERVICE (ACR-132 RAIL CORRIDOR)
WHEREAS, the proposed Capitol Corridor Rail Service (formerly known as
the ACR 132 Rail Corridor ) will provide first time regional inter-city rail
passenger service between Sacramento and San Jose, and, after nearly 30
years, re,; establishes regional inter-city rail passenger service from
Sacramento to Oakland; and,
WHEREAS, Contra Costa County will be directly served by the Capitol
Corridor rail passenger service with scheduled stops at Martinez and Richmond
and with interconnecting bus service to other County destinations; and,
WHEREAS, Caltrans proposes initial Capitol Corridor rail passenger
service with three daily round-trips between Sacramento, Martinez, Richmond,
Oakland, and San Jose to begin operating on December 12, 1991; and,
WHEREAS, Caltrans has submitted a grant application to the California
Transportation Commission for approximately $4 .5 million dollars to initiate
operation of three daily round-trip service between Sacramento and San Jose;
and,
WHEREAS, on Thursday, October, 17, 1991, the California Transportation
Commission ;is schduled to review and act upon Caltrans' application for TP&D
(Transportation Planning and Development) funds to cover the state's share of
the first year operating costs for the Capitol Corridor Rail Passenger
Service; and,
WHEREAS, the proposed Capitol Corridor service will provide Contra Costa
County residents with new, much needed inter-city rail passenger service to
Sacramento and East. Bay/South Bay destinations;
NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors for the
County of Contra Costa strongly recommends that the California Transportation
Commission 'approve the initial operating funds for the Capitol Corridor Rail
Passenger Service.
