FISCAL IMPACT None BACKGROUND/REASONS FOR RECOMMENDATIONS County staff has received a request from the Town of Danville to support designation of Sycamore Valley Road and Camino Tassajara as a Regional Route pursuant to Measure C - 1988 . The Transportation Committee has reviewed this matter and recommends the Board adopt the attached resolution (Exhibit A) recommending the Southwest Area Transportation Committee, as the appropriate Regional Transportation Planning Committee, designate Sycamore Valley Road (from San Ramon Valley Boulevard to Camino Tassajara) and Camino Tassajara (from Sycamore Valley Boulevard to the County line) as Route of Regional Significance (see map - Exhibit B) . A key provision in Measure C - 1988 , "Contra Costa Transportation Improvement and Growth Management Program", calls for designation of all freeways and selected arterials as Routes of Regional Significance (or "Regional Routes") . The Regional Route designation carries with it certain obligations that will either be assigned to the local jurisdiction or shared by jurisdictions comprising the Regional Transportation Planning Committee. The assignment of these responsibilities will be through the development of an Action Plan. The Action Plan will identify deficiencies in the Regional Route network, set traffic service objectives and provide policies/improvements to meet the traffic service objectives. When taken together they form a route that serves a regional function; access to two highways (I-680 and I-580) , cross County boundaries, and, in the near future, carry significant through-traffic. The Regional Route designation will change the intersection Level of Service (LOS) standards now applied to segments of Sycamore Valley Road and Camino Tassajara under both the County's General Plan and Danville's Draft Growth Management Element. The County currently requires all new development to demonstrate compliance with an "urban" LOS standard (volume/capacity ratio of .85 - .89) in the Blackhawk area, and a "rural" LOS standard (volume/capacity ratio of .70 - .75) in the Tassajara Valley. The LOS standard for Danville's portion of Sycamore Valley Road and Camino Tassajara is set at a volume to capacity ratio of .83 to .87 . These standards will be replaced by traffic service objectives to be defined and adopted as part of the Action Plan soon to be under preparation. THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted- this Order on October 15, 1991, by the following vote: AYES: Supervisors Fanden , Schroder , McPeak , Torlakson , Powers NOES: None ABSENT: None ABSTAIN: None RESOLUTION NO. SUBJECT: RECOMMEND THAT THE SOUTHWEST AREA TRANSPORTATION COMMITTEE DESIGNATE SYCAMORE VALLEY ROAD AND CAMINO TASSAJARA AS A ROUTE OF REGIONAL SIGNIFICANCE WHEREAS, the passage of Measure C - 1988, "Contra Costa Transportation Improvement and Growth Management Program" , requires that local jurisdiction and the Contra Costa Transportation Authority (CCTA) jointly determine the appropriate measures and programs for mitigation of regional traffic impacts, and; WHEREAS, CCTA has established the Action Plan for Routes of Regional Significance as the process for establishing and maintaining acceptable roadway and intersection levels of service for designated Regional Routes, and; WHEREAS, a process has been established for designating selected arterial streets as Routes of Regional Significance by the appropriate Regional Transportation Planning Committee, and; WHEREAS, Sycamore Valley Road (from San Ramon Valley Boulevard to Camino Tassajara) and Camino Tassajara (from Sycamore Valley Road to the County line) when taken together form a route which meets the criteria used by CCTA in designating Regional Routes, and; WHEREAS, designation of Sycamore Valley Road and Camino Tassajara as a Route of Regional Significance would require that service deficiencies be identified and specific actions to address such deficiencies be developed through the Action Plan process, and; WHEREAS, the County of Contra Costa, City of San Ramon, and City of Danville have executed a Joint Exercise of Powers Agreement to prepare an Action Plan under the auspices of the Tri-Valley Transportation Council, and; WHEREAS, the Town Council of the Town of Danville on September 17, 1991 adopted a resolution recommending to the Southwest Area Transportation Committee that Sycamore Valley Road and Camino Tassajara be designated as a Route of Regional Significance for inclusion in an Action Plan, and; WHEREAS, the Southwest Area Transportation Committee is the designated Regional Transportation Planning Committee; NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of the County of Contra Costa recommends to the Southwest Area Transportation Committee that Sycamore Valley Road (from San Ramon Valley Boulevard to Camino Tassajara) and Camino Tassajara (from Sycamore Valley Road to the County line) be designated as Routes of Regional Significance for inclusion in an Action Plan.
