Bragdon ' County °sTq c uK Director of Community Development DATE: October 15, 1991 SUBJECT: Housing Trust Fund - Consultant Study SPECIFIC REQUEST(S) OR RECOMMENDATIONS (S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS Authorize the Chairman of the Board of Supervisors or his designee to enter into a Consulting Services Agreement with Keyser Marston Associates, Inc. for purposes of conducting a Housing Trust Fund Study for the County. FISCAL IMPACT No General Funds are involved. The total budget for this study is $50, 000. If approved, the study will be funded out of the County's Housing Bond Trust Funds. BACKGROUND/REASONS FOR RECOMMENDATIONS On August 21, 1991, the Board of Supervisors agreed to establish the Housing Trust Fund Task Force to evaluate housing trust funds as a mechanism to created additional funding for, low and moderate income housing in Contra Costa. In order to assist in this effort, the County elected to hire a Consultant to perform a Housing Trust Fund Study. Identify and evaluate alternative revenue sources appropriate for the initial capitalization and ongoing support of a Contra Costa County Housing Trust Fund; 2 . Identify and evaluate alternative administrative and operational structures for the Trust Fund; and 3 . Assist the Housing Trust Fund Task Force in developing recommendations concerning revenue sources and the structure of a County Trust Fund for presentation by the Task Force to the Board of Supervisors. In selecting a recommended Consultant to perform the Housing Trust Fund Study, the Community Development Department first circulated a Request for Qualifications to over 45 firms. The County received nine Statements of Qualifications from interested consultant teams. Based on a review of these qualifications, staff recommended and the Board of Supervisors approved the selection of four teams to submit proposals in response to a staff developed RFP. The proposed prime contractors for these four teams are: Bay Area Economics; Keyser Marston Associates, Inc. ; Kotin, Regan, Mouchly, Inc. ; and David Paul Rosen and Associates. Staff developed the required RFP and circulated it to the four identified teams. Responses were received from all four. Based on an analysis and comparison of each team's qualifications and experience in housing trust funds and related areas, their demonstrated understanding of the project issues, the proposed scope of work, and proposed budget, staff recommends that Keyser Marston and Associates be selected to conduct the Housing Trust Fund Study for the County.
