SUBJECT Authorization of Consulting Services Agreement for Pro Review
Management Services for the Wiedemann Ranch Residential Community
Project in the San Ramon Area
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION
Authorize the Board Chairman to execute a Consulting Services
Agreement with Public Affairs Management to provide project
planning management services for the Wiedemann Ranch project
(2947-RZ, 3005-91, SUB 7575 and SUB 7578) .
BACKGROUND/REASON FOR RECOMMENDATION
The Wiedemann Ranch Residential Community Project is proposing
370 residential units on 1, 100+ acres between the City of San
Ramon and the County of Alameda. The relevant background for
this project is associated with planning studies initiated by the
City of San Ramon.
In November, 1989 the City of San Ramon adopted a Westside
Specific Plan providing for the development of the Wiedemann
Ranch property (and other properties between the City and Alameda
County) subject to annexation. Prior to adoption of the Specific
Plan, the City prepared, circulated and certified as adequate a
Program Environmental Impact Report on the Specific Plan.
Following adoption of the Specific Plan, the City adopted a
highly restrictive zoning ordinance covering the Wiedemann
property known as the "Save Our Hills" ordinance. The ordinance
essentially negated the development potential which had been
provided under the Westside Specific Plan.
The City's specific plan land use designation on the Wiedemann
Ranch site has been reflected in the County's general plan land
use map. In February of this year, the applicant filed applica-
tions with the County including P-1 rezoning, final development
plan and vesting tentative maps to develop the property.
Staff has met with the applicant, HCV Pacific Partners, on
several occasions. The applicant has indicated a desire in
getting the project to hearing at the earliest possible date. In
this regard, the applicant has offered to fund the hiring by the

County of a private consultant to perform review responsibili-
ties. This work would entail a comprehensive review of general
plan policies and zoning requirements. The attached consulting
services agreement with Public Affairs Management, a
planning/environmental process consulting firm, is intended to
provide for the completion of this work. All work will be
conducted under the supervision of County staff.
CEQA Review
Staff has also indicated to the applicant that before the project
can be scheduled for public hearing, a Supplemental Environmental
Impact Report will be required. Staff has indicated to the
applicant that they will be obligated to separately fund the cost
of the Supplemental EIR including associated administrative
review costs.
The costs of the Supplemental EIR are not reflected in the scope
of services for this agreement. The costs of the Supplemental
EIR will be addressed through separate contract to be prepared
after issuance of a Notice of Preparation for the project.
FISCAL IMPACT
None. Consultant will be paid from funds provided to County by
developer. An initial installment of $30, 000 in funds has been
deposited. Subsequent installments will be required as the work
progresses.
