RECOMMENDED ACTION: Authorize the Executive Director, Contra Costa County Private Industry Council , to execute on behalf of the County two contracts with United Council of Spanish Speaking Organizations as specified below, subject to approval by County Council as to legal form: JTPA TITLE/ TERM OF CONTRACT CONTRACTOR PROGRAM SERVICES CONTRACT PAYMENT LIMIT UCSSO Title IIA 78% (19-1145-0) On-the-Job-Training and related services 7/1/91 for approximately 7 6/30/92 $80,186 participants UCSSO Title IIA 78% (19-1158-0) Classroom Training and related services 7/1/91 for approximately 6/30/92 $28,060 9 participants. II. FINANCIAL IMPACT None. 100 percent federal funds. REASONS FOR RECOMMMATION/BACKGROUND By its order dated June 18, 1991 the Board authorized execution of a single $108,246 JTPA Title IIA 780 contract with United Council of Spanish Speaking Organizations for the term 7/1/91 - 6/30/92. Prior to the execution of the contract, clarifying federal interpretation of regulations and. subsequent changes in- state directives make it advisable to separate the contract into two separate contracts to protect County liability and increase the assurance of conformity to federal JTPA rules and regulations.
