INVESTIGATE ALLEGATIONS OF NON-COMPLIANCE OF COND(io 'County
SUI3JECT:APPROVAL FOR WILLOWBROOK HOUSING PROJECT IN WEST PITTSBURG
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION:
A. Refer to the Growth Management & Economic Development
Agency to investigate allegations of non-compliance with conditions of
approval by the management of the Willowbrook Apartment Complex in
West Pittsburg, a HUD subsidized housing project.
B. Refer to the County Administrator' s Office to coordinate
an investigation by the Housing Authority, the Sheriff' s Department,
the District Attorney, the Community Development Department and County
Counsel to:
( 1 ) determine what legal means the county has to enforce
conditions of their land use permit or other entitlements;
( 2) work with county and federal agencies to -develop
resources to improve the management, including the performance of the
Burger Company and the investment of the owner in security and
physical improvements and possibly a police assessment ,district;
(3 ) contact HUD to determine what authority they may impose
to require the property manager to implement adequate security
protection for the residents and impose a more thorough review of
applicants for apartments, and provide other funding or help for ,
staffing and capital improvements;
(4 ) address the continuing problems with trespassing 'and
loitering.
(5) consider implementation of a "Safe Streets Now"Program
in the county to be applied at this project;
( 6 ) identify legal recourse available for a takeover of the
project by the County Housing Authority;
C. Refer staff reports from A and B above to the Finance
Committee.

BACKGROUND INFORMATION: This housing project was approved
by the Board of Supervisors in 1982 with a set of conditions,
including a social director and security measures .
Over the past several months, my office has received
numerous complaints of drug dealing in the complex. There is a
serious erosion of the security and quality of life in this
neighborhood due to the lack of proper management and lack of
compliance with the county conditions for a land use permit.
The management company and owner have failed to adequately
manage the project. They have not had capable or effective on-site
management. The progress made in resolving problems in cooperation
with the Sheriff ' s Department in 1988 and 1989 has been undone.
Problems have worsened to a degree similar to what we faced at El
Pueblo a few years ago.
At present, management has pledged to work with the county
to resolve the problems, and just this week a maintenance person and
day manager have been hired. However, some long term solutions need
to be thoroughly explored as well as short term steps to improve
safety and crime problems .
