SUBJECT: SUPPORT PURCHASE OF EQUIPMENT FOR COUNTYWIDE, MULTI-JURISDICTIONAL
HOUSEHOLD HAZARDOUS WASTE MOBILE COLLECTION PROGRAM
SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
Accept report from the Environmental Affairs Committee on use of
the Lesher Communications,. Inc. fine for the purchase of equipment
for a countywide, multi-jurisdictional household hazardous waste
mobile collection program;
Direct the Environmental Health Division of the Health Services
Department to: (1) prepare a proposal for a countywide, multi-
jurisdictional household hazardous waste . mobile collection
program, including identification of a program operator(s) and of
multi-jurisdictional funding sources; and, (2) coordinate with the
Community Development Department the review of the program proposal
with the AB 939 Local Task Force and with.the Environmental Affairs
Committee;
Request recommendations from the AB 939 Local Task Force and from
the Environmental Affairs Committee on the proposed household
hazardous waste mobile collection program; and,
Authorize the Environmental Health Division to work with Lesher
Communications, Inc. and others to educate the public on the high
costs of household hazardous waste collection and on the need to
reduce the use and purchase of such products.
FISCAL IMPACT
Staff costs to prepare the proposal are covered by current budgets
for solid waste programs. Start-up Equipment for a household
hazardous waste mobile collection program will be funded from the

Lesher Communications, Inc. fine and other household hazardous
waste funding. As part of the program proposal, additional funding
for staffing and operations will be analyzed.
BACKGROUND/REASONS FOR RECOMMENDATIONS
Under the Lesher Communications, Inc. fine agreement, household
hazardous waste a drop-off day was scheduled for residents of
Contra Costa County on October 12, 1991. Costs for the drop-off
day and for the recycling and disposal of such household hazardous
wastes is estimated at approximately $120 per vehicle with over
2,200 vehicles expected on October 12th. Due to the high costs,
only one such collection could be scheduled.
On August 12th, members of the AB 939 Local Task Force suggested to
the Environmental Affairs Committee that the Lesher Communications,
Inc. fine be used for on-going, longer term collection of household
hazardous waste rather than for the one-day drop-off.
Consideration by the Public Information Committee of the AB 939
Local Task Force resulted in a recommendation to use the Lesher
Communications, Inc. fine for purchase of a vehicle and equipment
for a countywide, multi-jurisdictional household hazardous waste.
mobile collection program. The Public Information Committee felt
strongly that the funds should be used for the vehicle and
necessary equipment rather than on any studies.
While the decision regarding use of these monies rests with the
District Attorney, State Department of Health, and the County
Environmental Health . Division, staff time/costs to obtain the
equipment, prepare a program proposal, and administer or operate a
household hazardous waste mobile collection program, potentially,
could involve a commitment of County funds. Therefore, review and
support by the Board of Supervisors is necessary for program
implementation.
The Environmental Affairs Committee supports use of the Lesher
Communications, Inc. fine for the purchase of a vehicle and
equipment for a countywide, multi-jurisdictional household
hazardous waste mobile collection program. Future administration
and operation of such a program should be reviewed with the cities
and the full Board of Supervisors.
