SUBJECT: Award of Architectural Contract to Gutierrez/Associates for
architectural services for the Los Arboles Child Development
Center in Oakley
I . RECOMMENDED ACTION:
Approve award of a-rchitectural services contract to the firm of
Guitierrez/Associates, a minority owned architectural firm, in the
amount of $33,630 for the design of a new child development center
in Oakley and authorize the Executive Director of the Housing Authority
to execute the contract, as recommended by the Advisory Housing Commission.
1I . FINANCIAL_ IMPACT:
The amount of $33,630 for payment of architectural services is available
from funds awarded to the Housing Authority under the 1991-92 Contra Costa
County Community Development Block Grant Program.
III. REASONS FOR Rf_COMMENDATION/BACKGROUND:
The Housing Authority was awarded a Community Development Block Grant
under the 1991-92 allocation in the amount of $35,000 for predevelopment
expenses needed in order to initiate the design of a new child development
center in Oakley. The center would be located on a parcel of land owned by
the Housing Authority adjacent to our public housing development, Los Arboles.
Request for Proposals. were requested for architectural services. Twenty-one
proposals were received, reviewed by staff and rated. The top four were
invited for interviews which were conducted on August 21, 1991 (a list of
these firms is attached) . The panel recommended the firm of Gutierrez/Associates
for this project. Tile total estimated fee is $33,630 (approximately 81., of the
estimated construction costs) which includes full consulting services, structural ,
mechanical , electrical engineering and landscape architecture. Funding for the
construction of this building is being sought from other sources including our
current application for funding to the County's Community Block Grant committee
for 1992-93.
At its regular meeting of September 16, 1991 , the Advisory Housing Committee
voted to recommend the selection of Gutierrez/Associates for this architectural
contract.

IV. CONSEQUENCES OF NEGATIVE ACTION:
Should the Board of Commissioners elect to not approve the award of the
architectural services contract to Gutierrez/Associates; the Housing Authority
would be forced to begin the selection process again. This would delay the
design of a new child development center in Oakley and jeopardize fund raising
efforts by the Housing Authority to secure construction funding for this
important child development center.
