SUBJECT: Approval of Request for Proposal of Interagency
Family Preservation Support Services
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
I. RECOMMENDATION
Approve and ratify the authorization of the Director of the
Social Service Department or his designee to announce a
request for proposal in the amount of $125, 000 for county-wide
Interagency Family Preservation Program support services to be
provided for the period of November 1, 1991 through June 30,
1992' with the county option of extending contracts through
March 31, 1993 upon the Director's approval of adequate
service provision in accordance to contracted criteria.
II. FINANCIAL IMPACT
The cost for the contracts arising from this bid will be
funded by 40% state and 60% county general funds which .is a
change from the original funding plan or 100% state. The
change in funding is more in line with the cost of foster
care, and by the same token, the anticipated savings for the ,
county will. increase because of reduced _ placements, and
reunification of these children with their parents. The
success rate of this program will produce a net. zero cost for
this service.

III. BACKGROUND
Contra Costa County has now begun to implement the Family
Preservation Project county-wide. This program was developed
through legislation sponsored by the county after the
development of a pilot project funded by the Edna McConnell
Clark Foundation. The project which has been highly
successful has goals that are to maintain children in their
family setting who are on the verge of removal to foster homes
or institutional placement or who can be removed from foster
care and reunited with their families. The services requested
for bid are: recovery services for alcohol and drug problems;
counseling, therapy and treatment for groups, individuals,
families and children; and, parenting skills. Additionally,
private nonprofit agencies may identify other support service
needs in their region that eradicate placement. These other
support service needs may also be funded. The expectation of
the department is that a number of contracts will be let in
varying amounts for these services.
