SUBJECT: Formation of Contra Costa County Sanitation District No. 6 -
Stonehurst, Alhambra Valley
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) b BACKGROUND AND JUSTIFICATION
I. Recommended Action:
1. AUTHORIZE the Public Works Director to initiate documents for formation of Contra
Costa County Sanitation District No. 6 to provide an entity for operation and
maintenance of the Stonehurst Subdivision sewer system; and
2. ADOPT the attached Resolution submitting application requesting the Local Agency
Formation Commission approve formation of County Sanitation District No. 6.
11. Financial Impact:
All costs involved in the formation of the proposed sanitation district will be born by Security
Owners Corporation, developers of the Stonehurst subdivision.
111. Reasons for Recommendations and Background:
The Stonehurst subdivision (No. 7091) contains 47 lots and is located in Alhambra Valley.
Due to costs, it is not feasible for this development to install the necessary sewer truck line
from the site to the existing sewer system serving the northern portion of the valley,
approximately 5000 feet away. The developer has, approval for the installation of individual
septic tanks; however, due to the affluent nature of the development, the developer has
elected to install a miniature sanitary treatment system on site to serve his development.

Joan Bolmoe, 110 Vaca Creek Way, Martinez appeared in opposition to creating a new sanitation
district and expressed concerns about the impact it would have on neighboring properties and what
impact it would have on the possibility of future growth and development, and suggested that
formation of a sanitation district should require an Environmental Impact Report. She requested
that decision on the matter be deferred.
Julian Frazer, 2415 Alhambra Avenue, Martinez appeared and advised that he favored deferring
this matter, and commented on various aspects of rural development, urban limit lines and the
Briones Preserve, and suggested that each lot should have its own septic system in this subdivision.
James Busby, Security Owners Corportion, developer of the Stonehurst project explained the
technical aspects of the proposed sanitation system, and advised that the plant would not be growth
inducing as..it is designed to accommodate only the 47 homes proposed for the subdivision and cannot
expand out into other properties.
Michael Walford, Public Works Director, reviewed the staff's study and recommendations as
requested by the Board members.
Board members discussed the matter in some detail, including the urban limit lines and the
Alhambra Valley Specific Plan, compliance with the conditions of approval, and the length of time it
has taken to process the approval of the subject subdivision and the timing question of processing
this matter through the Local Agency Formation Commission. Supervisor Fanden expressed concerns
about liability, and urged that the matter be put over a week to enable the neighbors to receive
more information.
IT IS BY THE BOARD ORDERED that the above recommendations are APPROVED, subject to review and
reconsideration on October 15, 1991, pending receipt of reports from the Public Works Department,
County Counsel and Evironmental Health.

It is proposed that the system be operated by Mountain View Sanitary District or a private
system operator under contract with the County. County Sanitation District No. 6 is
.recommended as the financing entity for this activity. Funding for operation and maintenance
of the collection and treatment system will be through annual sewer service charges paid by
the individual property owners within the district.
IV. Consequences of Negative Action:
Failure to form a sanitation district will leave the future operation and maintenance of the
sanitary sewer system in doubt.
