RECOMMENDATIONS
la. Direct the Community Development Department to work with
Contra Costa Water District, the East Bay Municipal Utility
District and Pacific Gas and Electric Company to obtain their
comments on the feasibility of hot water recirculation
systems, and report back to the Water Committee.
1b. Direct the Building Inspection Department to work with the
proponent to obtain additional detail on proposed
recirculation systems, and report back to the Water Committee.
2 . Direct the Community Development Department to revise the
draft letter and resolution stating opposition to a peripheral
canal, submit to Chair and signatories, and send to Bay-Delta
Counties, Delta Cities and Water Districts.
3 . Authorize Chair to sign a letter to Mr. Kennedy, Director of
the Department of Water Resources, requesting status of the
Memorandum of Understanding for habitat protection between the
Reclamation Board, Department of Fish and Game and the
Department of Water Resources.
4 . Authorize the Fish and Wildlife Committee to convene a meeting
of interested parties to discuss the potential for restoration
of the Praxis property to tidal wetlands and/or freshwater
marsh, and report back to the Water Committee.

5. Authorize Chair to sign a letter to Mr. Canaday, State Water
Resources Control Board, on the status of the environmental
review efforts for the Delta Wetlands project.
6. Authorize an indefinite leave of absence for Jim Marieiro from
the Fish and Wildlife Committee, for health-related reasons.
BACKGROUND/REASONS FOR RECOMMENDATIONS
1. Mr. Edward Anshutz, United Association Local Union 159 , has
proposed that hot water recirculation systems be installed in
new developments for water conservation purposes. Hot water
recirculation entails a connection from the hot water source
to the hot water fixture furthest from that source, resulting
in constant hot water at the tap. This way no water is wasted
while waiting for water to get hot at the tap. The Water
Committee addressed this proposal during the meeting on
September 16, 1991, and agreed that the water conservation
aspects looked promising. However, the water conservation
potential of a program such as this must be balanced against
potentially increased energy use. The Water Committee has
requested additional information from Mr. Anshutz on energy
aspects, and has requested comments from the agencies listed
above.
2 . On March 5, 1991, the Board directed the County Water Agency
to work with other interested agencies to establish a
coordinated mailing of sample resolutions opposing a
peripheral canal, or other isolated water transfer facility.
A draft letter and resolution was presented to the Water
Committee during their last meeting. The Water Committee
recommends one revision to the letter, and a mail effort to
Bay-Delta Counties, Delta Cities, and Water Districts. Some
agencies, such as the Metropolitan Water District and the
Association of California Water Agencies continue to advocate
a peripheral canal-type facility.
3 . A Memorandum of Understanding was signed on April 29, 1991 by
the above-mentioned agencies. The MOU is intended to provide
additional guidance for the implementation of the no-net
habitat loss policy mandated through SB 34, the Delta Flood
Protection Act.
4 . Previous Board direction on March 5 and August 6, 1991
authorized the Fish and Wildlife Committee to evaluate the
potential of restoration of the Praxis property to tidal
wetland and/or freshwater marsh. The Committee worked with
Ducks Unlimited to provide an estimate to restore the site to
tidal wetland. The Praxis Development Co. , provided an
estimate also, and contested the Ducks Unlimited estimate.
The Committee is still evaluating the potential for
restoration to freshwater marsh. Mr. Levin, of Praxis,
requested at the Water Committee meeting September 16, 1991
that this issue be resolved as soon as possible. The Water
Committee recommends that a meeting be held as described
above, interested parties be identified, and estimates be
provided at the next Water Committee meeting.
5. On April 30, 1991, the County provided extensive comments to
Mr. Canaday at the State Water Resources Control Board on the
Delta Wetlands project. The Water Committee and the Fish and
Wildlife Committee desire to officially inquire as to the
status of this project.
