DATE: OCTOBER 1, 1991
SUBJECT: DUMPING OF SEWAGE FROM BOATS IN DELTA WATERS
SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
1. Direct the Health Services Department-Environmental Health to
obtain available data on coliform levels in Delta waters
within the County, and work with the Regional Water Quality
Control Board and Contra Costa Water District to explore
potential for additional testing.
2 . Direct the Health .Services Department-Environmental Health to
work with the Community Development Department as necessary on
a public information pamphlet, explaining County perspective
regarding the boat sewage issue and requesting public
cooperation.
3 . Direct the Health Services Department-Environmental Health to
work with Delta Diablo Sanitation District and other agencies
to determine well coliform levels for the Brentwood and
Discovery Bay areas.
BACKGROUND/REASONS FOR RECOMMENDATIONS
1. The effects of boats dumping Sewage into Delta waters are not
known. Currently, the Regional Water Quality Control Board has
little empirical data to quantify the degree of sewage
dumping, or its potentialimpacts. The Water Committee
recommends that some empirical data be gathered to assess
impacts prior to further action on this issue. Input from the
Health Services Department should include additional direction
regarding the testing program, such as what (other than
coliform) should be included in tests, how inclusive should
testing be, and locations for sampling.

Dumping of sewage from boats in delta waters

2 . Public education is recognized by the Water Committee as one
method of addressing the problem of boat sewage dumping in the
delta. The Water Committee proposes an information pamphlet
be formulated, detailing County concerns in context with other
health issues, and encouraging boater cooperation. Included
with this information would be a listing of available pump-out
facilities.
3 . As part of the testing program of coliform levels in Delta
waters, the Water Committee also recommends assessment of
wells to determine coliform content in groundwater within the
Brentwood and Discovery Bay areas.
