Wallace Partridge, President, Byron Volunteer Firemen' s
Association, 1535 Discovery Bay Boulevard, Byron 94514, appeared
before the Board this day and presented the position of his
Association relative to the consolidation of the Byron Fire
Protection District with the East Diablo Fire Protection District.

We , the volunteer firefighters of the Byron Fire Protection
District ( station 97 & 98 ) , feel that in light of the ongoing
events relating to our consolidation with East Diablo Fire
Protection District , the time has come for us to make our position
known.
We support putting this question to a vote of the electorate of the
Byron Fire Protection District , and we will oppose any action taken
by the Board of Supervisors or any other body, including our fire
commission, perceived to be contrary to the best interest of the
taxpayers of this district.
Our Supervisor has pursued a course of action designed to
consolidate these districts without any real regard to our
interests . Don' t be misled , the question here is' money. Our
money! The Byron Fire Protection District is a district which has
historically operated within its budget while providing a level of
service equal to any fire district in the county. East .Diablo Fire
Protection District on the other hand is a User District , a
district which operates at a level considerably above its tax base
of approximately $ 700 , 000 . 00 , about $ 800 , 000 . 00 above to more
accurate . Our budget surplus , or tax dollars , are meant to defray
this deficit . And while our tax dollars are being spent in
Brentwood , we are told there is nothing we can do about it . We
feel there is .
We have a right to expect that the wishes of the taxpayers of our
district will be respected . With the retirement of Chief
Papadakos , the position should be filled from within the district
until a permanent replacement can be hired through established
Byron Fire Protection Department policies .
We believe that Assistant Chief Frates has all the ' necessary-
qualifications to lead the Byron Fire District in an efficient and
professional manner and should be given the opportunity to do so ,
The stated intent of Supervisor Torlakson to place Chief Hein of
East Diablo Fire Protection District into this position is only the
first step to permanent consolidation against the will of the
taxpayers of the Byron Fire Protection District .
