Direct the Health Services Director to continue to work with the Regional Coordinators on the composition of the Coordinating Committee, within the general parameters outlined in the report forwarded to our Committee by the Regional Coordinators on September 9, 1991 and direct that a report be made back to our Committee by the Health Services Director and/or the Regional Coordinators on October 28, 1991, providing the complete composition of the Coordinating Committee and the process by which each seat will be filled. 2 . Direct the Health Services Director to work with County Counsel in an effort to prepare a legal defensible ordinance (Kegger Ordinance) which allows law enforcement personnel to intervene in a situation where it is evident that large numbers of minors are consuming alcoholic beverages on private property and request the Health Services Director and County Counsel to report back to our Committee on October 28, 1991. 3. Request the Health Services Director, working with and through the Regional Coordinators, to attempt to implement the Designated Drivers' Program countywide in time for the Christmas holiday season in December, 1991. This should include coordination with the Contra Costa Police Chiefs' Association, Contra Costa Council, Chambers of Commerce and Bar & Restaurant Owners' Associations. The model for this program should be the Designated Drivers' Program developed and now operational in the City of Pleasant Hill. 4. Request John Gregory from the County Administrator's Office to prepare a final report for our Committee in the form of a schedule of those activities which took place during Red Ribbon Week and share that schedule and report with our Committee on October 28, 1991. BACKGROUND: This is the latest in our series of monthly reports on the status of the implementation of the Countywide Drug & Alcohol Action Plan. Our Committee met on September 23 , 1991 with the Health Services Director, Mark Finucane; Vic Colman, OSAP Project Director; Chuck Deutschman, Drug Program Administrator; Jerry Nava, Alcohol Program Administrator; and Howard Herbert, representing the Regional Coordinators. Mr. Finucane reported that discussions were ongoing with the Regional Coordinators regarding the composition of the Coordinating Committee and that a final composition could be reported to our Committee shortly. John Gregory from the County Administrator' s Office shared with our Committee a sample of a schedule which was done in 1989 displaying all of activities which are being undertaken during Red Ribbon Week. A similar schedule is being prepared for all County Departments showing all activities which are planned for Red Ribbon Week - 1991 . We have requested a final accounting following Red Ribbon Week on those activities. Our Committee is also interested in seeing the Board of Supervisors enact a "Kegger Ordinance" similar to that enacted in the City of Concord and are, therefore, asking the Health Services Director and County Counsel to discuss the feasibility of such an ordinance and return to our Committee with their recommendations next month (October 28, 1991) . Finally, we are impressed with the Designated Drivers' Program which has been established in the City of Pleasant Hill under the guidance of the Police Chief and City Council. We think the Health Services Director and Regional Coordinators should try to establish similar programs throughout the County in time for the Christmas and New Years ' Eve holidays this year. Schroder Supervisor Sun ne Wr• ht McPeak INTERNAL OP RAT NSI OMMITTEE FROM: Mark Finucane Health Services Director SUBJECT: Update on Countywide Drug and Alcohol Action Plan DATE: September 23 , 1991 The following is a report from the Health Services Director on the status of the implementation of the Countywide Drug and Alcohol Action Plan, with a particular focus on the planning for the next meeting of the Countywide Coordinating Committee. * Initial planning for the next meeting of the Countywide Coordinating Committee began earlier this month. On September 9, 1991 a draft proposal was presented and the basic conceptual framework was accepted by IO Committee. Details were to be ironed out at the next full ADEC meeting (held September 18) and presented at this committee hearing today. A meeting site has been located: St. Mary's College, Thursday morning, November 21, 1991. Due to a multitude of circumstances each of the Regional Coordinators were unable to attend the last ADEC meeting. Some concerns were aired at both this last ADEC meeting and the last OSAP Partnership meeting. Although each group clearly supports holding the next Coordinating Committee meeting in November along the lines of the proposed agenda, the question of membership was aired. Some felt that the expanded size was simply too large and potentially unworkable. Others felt that the time needed to actively recruit members onto the Coordinating Committee would cut into similar efforts to recruit community members onto regional and local groups and task forces. The planning for the November 21 meeting will continue with all of the interested groups. At this point in time, there is not a meeting of the minds with regards to the membership question. Health Services Department representatives will continue to dialogue with the Regional Coordinators and OSAP Partnership representatives. * The Contra Costa Prevention Institute: each region is now in the process of compiling names of participants interested in attending each of the five trainings. By the end of the month general invitations will be issued to interested parties across the county as well as to neighboring OSAP Community Partnerships to fill the remaining slots.
