Agree to cooperate with the Contra Costa Food Bank in the distribution of food donation barrels to specified County offices throughout the County and in picking up the filled barrels again during the Christmas holidays in an effort to assist the Food Bank and make it as simple as possible for County employees and members of the general public to donate canned food to the Food Bank. 2. Agree to share the cost to the General Services Department- of distributing to County offices and picking up the food donation barrels when filled and returning them to an agreed-upon central point on a 50-50 basis whereby the Board of Supervisors will pay one-half of the General Services Department' s costs up to $500 , providing the Food Bank likewise pays one-half of the costs up to $500. 3 . Request the Social Services Director, General Services Director and Executive Director of the Food Bank to jointly plan a presentation to the Board of Supervisors on Tuesday, December 3, 1991 at 9: 00 A.M. which can serve to advise the Board and the public of the value of this food drive, how the program will work and which can serve to kick off the holiday food drive. PHIL BATCHELOR.CLERK OF THE BOARD OF SUPERVISORS AND COUNTY ADMINISTRATOR O BY DEPUTY M382 (10/88) I .O. -5 BACKGROUND: On August 6 , 1991, on the recommendation of Supervisor McPeak, the Board of Supervisors referred to our Committee a request from the Food Bank that the County cooperate more fully in the Food Bank' s holiday food drive by agreeing to centrally receive and distribute food barrels ( 55 gallon fiberboard drums) to County employment locations and then to collect the barrels when filled and return them to a central point from which the Food Bank can easily collect the barrels and donated food. On September 23, 1991 our Committee met with Larry Sly, Executive Director of the Contra Costa Food Bank, Jim Rydingsword, Social Services Director and Bart Gilbert, Director of General Services. Everyone agreed that the only problem in using General Services personnel to supervise a General Assistance work crew which could do the requested work is the hourly charge which General Services has to make for the cost of their staffs' supervision of the crew, which includes the cost of a vehicle and necessary overhead costs. This charge, which is $39 an hour, would run to about $1000 for three full days of work. There are clearly enough County work locations in Martinez, Concord, Pittsburg, Antioch and Richmond to make such a program worthwhile. Our Committee believes that this program is so worthwhile that the Board of Supervisors should support the program by contributing one-half of the cost up to $500, providing the Food Bank will cover the remaining one-half of the cost. This arrangement seemed to be acceptable to all parties involved. The Food Bank, Social Services Department and General Services Department will make all of the arrangements. Gilbert, Director of General Services SUBJECT: Food Drive Coordination Using General Services Staff-- Internal Operations Committee Meeting of September 23 According to Jack Humphrey, Facilities Manager, discussions were held earlier this year about the feasibility of using General Assistance Workfare crews to distribute and pick up food collection containers. Those involved were Larry Sly of the Contra Costa Food Bank, staff from Supervisor McPeak' s office, Jim Baugh of . the General Services Department Grounds Services Division, and Jack Humphrey. These discussions centered on the costs associated with using Workfare crews as a labor source. Although General Assistance crew members receive no salary for their labor (other than their monthly grant) , the requirement for supervision and transportation of the crews necessitates charges to requestors for their services. A General Assistance Workfare crew is currently charged out at $39.00 per hour. This is a total cost and includes salary, benefits, departmental overhead and vehicle costs. Without a more detailed work plan, a total estimate for the entire project .is impossible at this time. If we can be provided with exact locations for container distribution, size and number of containers by site, and anticipated volume of foodstuffs to be collected, we will attempt to estimate a total cost.
