DATE: 'S�:;-C'UU K'Ct STATUS REPORT ON THE CAREER DEVELOPMENT EMPLOYMENT PROGRAM SUBJECT: SPECIFIC REQUEST(S)OR RECOMMENDATION(S)6 BACKGROUND AND JUSTIFICATION RECOMMENDATIONS: 1 . Accept the attached report from the Personnel Department on the status of the Career Development Employment Program. 2. Acknowledge the donation of $10,500 from Shapell Industries for the purpose of allowing the Career Development Employment Program to be maintained and expanded. 3 . Acknowledge the concerns expressed by Supervisor Schroder regarding the wisdom of the County' s accepting donations from firms having business before the Board of Supervisors and determine whether any further action should be taken in this regard. BACKGROUND: Our Committee has been receiving periodic progress reports from the Personnel Department on the status of the Career Development Employment Program ( CDEP) and its expansion into the Pittsburg area. We are pleased to share the attached report with the Board. This report shows the specific geographic area of the County from which the CDEP participants have come and the economic impact on those areas from the wages being earned by the CDEP participants. Also included in a breakdown by department showing which departments have hired CDEP participants and how many have been separated or resigned. The Board may wish to consider whether to take any specific further action in this regard. Based on the success of the Career Development Employment Program, the Board of Supervisors directed the Personnel Department to expand outreach and recruitment efforts throughout the County in an effort to identify more women and minorities who are eligible for available positions in Contra Costa County. Subsequent to this directive, the Personnel Department developed.a Countywide Outreach and Recruitment plan which has been approved by the Board of Supervisors. The goal of this plan is to enhance the County's overall Affirmative Action Program. This plan was implemented in April of this year and has proved most successful in recruiting more minority and female candidates for County positions. 2 A report recently released by the Sheriff's Department indicates that due to the opening of the West County Detention Facility, the Sheriff Department has been extremely active in 1991, hiring 114 persons through the first 7 1/2 months of the year. Of this 114, four are transfers from other county departments, four are promotions of current department employees, and 106 are new county employees. Affirmative action statistics from this hiring effort reflect the commitment of the Sheriff to equal opportunity employment. Almost 1 in 2 new hires is female (49%) and 2 in 5 is a minority (38%) . In addition, almost 5% are Asian. Afro Total M F White Amer Hisp Asian Other Non Sworn 63 18 45 33 18 6 2 4 Sworn 51 40 11 38 8 2 3 0 Total 114 58 56 71 26 8 5 4 However, responding to a Budget Reduction Plan mandate, the Personnel Department suffered an 18% reduction in its operating budget for FY 91-92 which will severely impact our ability to provide even a minimum level of personnel services to County Departments and the public. As a result of reduced revenue and expenditure transfers from FY 90-91, the Personnel Department had to secure funding from the Social Services Department and the Growth Management and Economic Development agency to cover the cost of the salary and benefits of two (2) personnel analyst positions which were not included as part of our maintenance level budget. 3 The Sheriff's Department as I previously mentioned, agreed to fund $15,000 of the $21,000 needed to maintain service under the City of Pittsburg contract; however, as part of the Personnel Department's Budget Reduction Plan, we were forced to cut the Pittsburg contract and use the $15,000 from the Sheriff's Department to maintain the current staffing level and services provided at the West County Outreach and Recruitment Office. At the budget hearings on Wednesday, July 31, 1991, the Personnel Department requested an additional $21,000 be appropriated in our budget to cover the cost of maintaining the Career Development Employment Program contract with the City of Pittsburg and other related activities. On Monday, August 12, 1991, the Board of Supervisors restored $10,500 (the cost of 1/2 of the City of Pittsburg contract) to our budget and requested that the Personnel Department solicit matching funds in the amount of $10,500 from an outside source to fund the remaining cost of the contract. In accordance with the Board's directive, the Personnel Department received a commitment from Shapell Industries of Northern California to donate $10,500 in support of the Career Development Employment Program. This $10,500 donation will enable the Personnel Department to: 1) Eliminate the pending reduction in operating hours at the Richmond and Pittsburg Outreach Offices; 2) Stabilize the Career Development Employment Program activities in Pittsburg; and 3) Enhance outreach efforts to recruit members of protected groups as defined in the County's recently approved Affirmative Action Plan. With the adoption of the Affirmative Action Plan on July 9, 1991, we are at the threshold of making a historic step towards improving our County's efforts to achieve true and realistic equal employment opportunities for all 4 individuals regardless of a person's race, color, religion, sex, national origin, sexual orientation, ancestry, marital status, age or disability. In keeping with the spirit of the Board of Supervisors to expand the Career Development Program to East County and to expand outreach efforts to recruit more minorities, women and disabled individuals, Shapell Industries of Northern California is to be commended for favorably responding to Supervisors Tom Powers and Tom Torlakson 's request for a financial donation in the amount of $10,500. Supervisors Powers and Torlakson should also be commended for their fund raising efforts. 5
