RECOMMENDED ACTION: Approve award of Architectural services contract to the firm of Hirshen Trumbo and Associates in the amount of $46,270 for the Shell Avenue Single Women and Family Shelter and authorize the Executive Director of the Housing Authority to execute the contract, as recommended by the Advisory Housing Commission. II. FINANCIAL IMPACT: The amount of $46,270 for payment of architectural services is available from funds secured from the McKinney Transitional (lousing Program and the Housing Bond Trust Fund. III . REASONS FOR RECOMMENDATION/BACKGROUND: Earlier this year the Board of Supervisors authorized the Housing Authority to proceed with the design planning and rehabilitation activities to convert the two buildings located at 1391 Shell Avenue in Martinez into a single women and family shelter. One of the first steps to initiate the development of this project is to select a project architect. The Housing Authority issued a request for proposals from architectural firms. A total of 20 architectural proposals were received. Each of the 20 proposals were reviewed and ranked. The top five firms were interviewed. A list of the top firms is attached. After the completion of the interview process, the interview panel. recommended the firm of Hirshen Trumbo and Associates of Berkeley, California for this project. The interview panel included the Chairperson of the Homeless Advisory Committee and a resident of the Mountain View community. The total estimated architectural fee is $46,270. At its regular meeting on September 16, 1991, the Advisory Housing Commission voted to recommend the selection of Hirshen Trumbo and Associates for this architecural contract. CONSEQUENCES OF NEGATIVE ACTION: Should the Board of Commissioners elect not to approve the award of the architectural services contract to Hirshen Trumbo and Associates, the Housing Authority would be forced to begin the selection process again. This would delay the rehabilitation of the Shell Avenue Single Women and Family Shelter thus depriving single homeless women and families of critically needed housing.
