Background As a result of your assignment to Dr. William Walker, Medical Director .on January 15, 1991, he has made an intensive effort during the past week to familiarize himself with the issues regarding the 1st Choice Health Plan and the County's dental benefit plans . He has met with the County employees involved in the administration of these plans as well as some of the union representatives involved in the labor-management subcommittees which are being formed. In reviewing the issues regarding 1st Choice, Dr. Walker became aware of the contract for administrative services to 1st Choice which automatically renewed for another year on January 1, 1991 . In 1988, the initially established rate was nine percent ( 9% ) of claims paid for some 600 enrollees . Now that the number of enrollees has increased to 2700, Stateco, now known as Synergetic Insurance Administrative Services, Inc. , has proposed to reduce their fees to six percent (6%) of claimspaid. The Labor Management Subcommittee so charged will further look into the administrative charges as well as administrative services provided. At this time, I recommendthat the Board authorize Joe Tonda, Risk Manager, to execute the attached contract amendment agreement.
