MICHAEL WALFORD, PUBLIC WORKS DIRECTOR DATE: January 15, 1991 SUBJECT: Authorization to Negotiate Lease With Helicopter Adventures Inc. for a Permanent'ilFixed Base Operation at Buchanan Field Airport SPECIFIC REQum-r(s)OR RECOMMENDATION(S)&BACKGROUND AND JUSMCAnON I. Recommended Action: AUTHORIZE Public Works Director to enter in to negotiations with Helicopter Adventures, Inc. to lease approximately three acres of land at Buchanan Field Airport for a helicopter Fixed Base Operation (FBO). H. Financial Impact: Helicopter Adventures will be required to pay a fee of$10,000 for consideration of the lease. The le°ase will include a combination of fixed rent plus a percentage of gross business. The anticipated revenue to the airport during the first full year of operation is expected to exceed $40,000. III. Reasons for Recom1 mendations and Bac round: P The helicopter FBO site has been identified in the new Master Plan at the northeast quadrant of the airport. This site removes the helicopter from a high percentage of the fixed wing operations. This site is also located furthest from all residential areas. Currently helicopters are spread throughout the airport. While this will not entirely eliminate helicopt iers from other parts of the airport it will consolidate them to a great extent. We will also encourage transient helicopters to utilize this as a base of operations. During an earthquake and other widespread natural disasters, Helicopter Adventures will provide at least one helicopter and pilot to county emergency services agencies during the first 48 hours of the emergency. Helicopters Adventures has been operating from temporary'quarters on the airport for the past four years. They have grown from two helicopters in 1987 to twelve helicopters in 1991. They have consistently worked with the airport regarding community, airport and financial matters. They have worked long and hard to develop programs to minimize their impact on surrounding areas. Du'ting the earthquake, they immediately made a helicopter and pilot available to the County at no charge. They have already developed into one of the better paying tenants on the airport.
