RECOMMENDED ACTION: ADOPT Resolution No. 3604 approving an operating budget in the amount of $191,110 for the Public Housing Drug Elimination Program for the fiscal year ending March 31, 1992. II. FINANCIAL IMPACT: Funding in the total amount of $250,000 has been allocated for use by the Housing Authority of the County of Contra Costa in implementing a Public„ Housing Drug Elimination Program. For the fiscal year ending March 31, 1992, a total of $191,110 will be expended from federal funds for program implementation. III. REASONS FOR RECOMMENDATION/BACKGROUND: On September 26, 1990 the Housing Authority was informed by the U.S. Department of Housing and Urban Development (HUD) that the Housing Authority was being awarded $250,000 in Public Housing Drug Elimination Program funds. An operating budget is required by HUD, and a Resolution adopting the operating budget must be submitted to HUD along with the budget. As the Board of Commissioners will not be meeting on January 29, 1991, in order to meet the HUD budget submission deadline of February 3, 1991, this item is being presented to the Board for action prior to Advisory Housing Commission review, which will occur on January 28, 1991. IV. CONSEQUENCES OF.NEGATIVE ACTION: Should the Board of Commissioner elect to not adopt Resolution No. 3604, approving the Public Housing Drug Elimination Program operating budget for the fiscal year ending March 31, 1992, the Housing Authority would not be able to expend- these funds for implementation of the program. Important drug elimination program efforts in the Las Deltas public housing development in North Richmond would have to stop due to lack of funds. Additionally, the Board of Commissioners would be adopting a posture contrary to its position of providing decent, safe and sanitary housing for low-income families. CC: ATTESTED JAN 2 2 MI Phil Batchelor, Clerk of the Board of Commissioners M382/7-63 BY , DEPUTY THE BOARD OF COMMISSIONERS, HOUSING AUTHORITY OF THE COUNTY OF CONTRA COSTA RESOLUTION NO. 3604 ADOPTING OPERATING BUDGET FOR FISCAL YEAR ENDING MARCH 31, 1992 PUBLIC HOUSING DRUG ELIMINATION PROGRAM WHEREAS, the Department of Housing and Urban Development and the Annual Contributions Contract between the Housing Authority of the County of Contra Costa and the Department of Housing and Urban Development requires that the Housing Authority shall prepare, adopt and submit to the Department of Housing and Urban Development for its review and approval an operating budget for the Public Housing Drug Elimination Program prepared in accordance with Performance Funding; and, WHEREAS, the Staff has prepared and submitted to the Board of Commissioners for their review and approval a proposed operating ,budget for the Public Housing Drug Elimination Program for the fiscal year ending March 31, 1992: NOW, THEREFORE, BE IT RESOLVED after review of said budget submission, the following determinations are made: a. That proposed expenditures are necessary in the efficient and economic operation of housing for the purpose of serving low- income families. b. That the financial plan is reasonable in that it is prepared in accordance with Performance Funding. c. That all proposed charges and expenditures will be consistent with provisions of law and the Annual Contributions Contract. d. That no PHA employee reflected in the Operating Budget is serving in a variety of positions which will exceed 100% allocation of his/her time, as required in Paragraph 2-6 and Exhibit 2-7 of the Financial Management Handbook, 7475.1, REV. e. That the Housing Authority of the County of Contra Costa will' . continue to provide a drug-free workplace as required in the Performance Funding System Handbook, 7575.13. The Board of Commissioners hereby adopts and approves the Operating Budget for its Public Housing Drug Elimination Program for the indicated Fiscal Year and authorizes submission of said budget to the Department of Housing and Urban Development.
