MICHAEL WALFORD, PUBLIC WORKS DIRECTOR DATE: January 22, 1991 SUBJECT: Approving Plans and Specifications for Blum Road Widening Project No.: 0662-6R4197-90, Martinez Area. SPECIFIC REQUEST(S) OR RECOMMENDATION(S) &BACKGROUND AND JUSTIFICATION I. Recommended Action: APPROVE the Plans and Specifications for the Project and ADVERTISE for bids to be received on Thursday, February 28, 1991 at 2:00 p.m. DIRECT the Clerk of the Board to publish the Notice to Contractors in accordance with Section 20392 of the Public Contract Code. II. Financial Impact: The estimated contract cost of the project is $30,000, funded by CSAC Bonds (100%). III. Reasons for Recommendations and Background: The project is needed to mitigate traffic impact at the Blum Road/Pacheco Boulevard intersection, due to the construction of the Central County Corporation Yard and Fuel Facility at Imhoff Drive. The Public Works Director has filed with the Board of Supervisors the Plans and Specifications of the project. The general prevailing rates of wages, which shall be the minimum rates paid on this project, have been filed with the Clerk of the Board and copies will be made available to any interested party upon request. Reasons for Recommendations and Background Cont'd: The Board reviewed and approved the project as a part of the Central County Corporation Yard on June 20, 1989 and certified that the Final Environmental Impact Report for the project was completed in compliance with the California Environmental Quality Act, that the Final EIR was presented to the Board and the Board reviewed and considered the information contained in it, and found that the project will have certain environmental effects and adopted the findings and mitigation measures expressed in Planning commission Resolution 22-1989 which will mitigate those effects. A Notice of Determination was filed with the County Clerk on June 20, 1989. IV. Consequences of Negative Action: If the project is not approved for advertising, there will be insufficient west-bound left turn lane storage capacity at the Blum Road/Pacheco Boulevard intersection, and heavy equipment vehicle traffic will have to exit the Central Yard on roads other than Blum Road. Also, Condition of Approval 20A6 of Development Plan DP 3050-88, that requires this work, will not be satisfied.
