New limits are for an eighteen ( 18 ) month period beginning January 1, 1990 and ending June 30, 1991. The two funding sources, AB 2994 and Ann Adler funds, do not require a County Match. BACKGROUND• The Agencies provide counseling to families with problems that if left unattended, will result in children being removed from their homes and placed in foster homes or institutions. The contract for January through December 1990 could not be funded at the contracted level because of revenue short-falls, birth certificate money, and tax donations. Therefore, the FACT Committee in conjunction with these contractors received voluntary cut-backs which were taken into consideration in the new payment limits. Because of some voluntary cut-backs, some agencies received a decrease instead of an increase.
