For quite some time now the out patient census at the Richmond Clinic has been increasing with no signs of decline. To ease the workload caused by patient increase and to provide interpretive services, a temporary PFSS was hired in December, 1989. The fact that this temporary has worked full-time since, demonstrates the need for a permanent position both to meet staffing needs and to avoid potential employee relations issues. As we have budgeted for a tem- porary to cover the workload, there will be no increased cost for this position. Additionally, this position, as all Patient Financial Services Specialist posi- tions, is revenue-generating. ' JOB SPECIFICATIONS FOR PFSS POSITION LOCATED AT THE RICHMOND HEALTH CLINIC Determine eligibility for B.A.C. Program (process and fVllow-up) . Screen, assist, refer and V9rYfv eligibility for federal , state, county and private programs such as: Medi-cal , Medicare, 3SI-° 53A° SSD, CHDP° Worker's Compensation, Vfctfm of Crime, Short Doyle, out of county MIA Program, Public Health waivers, third party liability, prfVate insurance etc' The following functions are related to all of the above: - Counseling patients on their rights and resp8nsYbilftfes ~ explain benefits and status to patients and health care providers - assist with the completion of forms - explain billing and follow-up on unsecured accounts - research and resolve patient problems - financial clearance for outpatient surgery and O.B. pre-admits - arrange contracts for private pay patients (out-patient and OB packages) - heavy phones, computer and public contact. All of the above also applied to the Spanish-speaking patients, which are a high percentage /about 200 patients per munth\ . The following functions are directly related to Spanish-speaking patients ' - answer the Financial Counseling Spanish telephone line. - assist all the other Financial Counselors with Spanish-speaking patients - translate for Other Financial Counselors and other departments - translate written forms into Spanish - explain and educate Spanish-speaking patients on "how the system works" . Most of these patients come from countries with socialized medicine. - constant interaction with other health and public 8rganfZattons due to bilingual abilitfes - occasional assistance to help relocate Spanish homeless families - assist with the Understanding and completion of forms , ' '
