IN THE MATTER OF )
Endorsing the Pony Express National )
Historic Trail between St. Joseph, )
Missouri and San Francisco, California) RESOLUTION NO. 91/ 54
WHEREAS, the 101st Congress, Second Session, considered HR 1109
entitled "An Act to Amend The National Trails System Act to Designate the
California National Historic Trail and Pony Express National Historic
Trail as Components of the National Trails System, " based. upon the U.S.
Department of the Interior's favorable recommendation, but that said
legislation failed to pass in the U.S. Senate; and
WHEREAS, said legislation specified that the Pony Express National
Historic Trail would be recognized as extending between St. Joseph,
Missouri and Sacramento, California; and
WHEREAS, the public hearings conducted by the National Park Service
were not held in any community west. of Sacramento and therefore, there was
inadequate historical input on the operations of the Pony Express between
Sacramento and San Francisco; and
WHEREAS, it is a well-known historic fact that Pony Express mail was
carried, for the most part, between Sacramento and San Francisco by a
river steamer, and that, in several specific instances, river steamer
connections were not made causing westbound mail to be dispatched from
Sacramento to San Francisco by land; and
WHEREAS, the passage of the Pony Express mail overland from
Sacramento via Contra Costa and Alameda Counties, to San Francisco, was
widely commemorated during the Pony Express Centennial of 1960 which was.
observed nationally.
NOW, THEREFORE, BE IT RESOLVED, that the Board of Supervisors of
Contra Costa County, does hereby urge our representatives in Congress to
support legislation that will establish the Pony Express National Historic
Trail over the entire historic route, from St. Joseph, Missouri to San
Francisco, California.
PASSED AND ADOPTED by unanimous vote of the Board members present on
this 22nd day of January, 1991.
