Since the Contra Costa County PIC lacks County general funds to support Employment & Training activities that could be used as the required match, we are precluded from directly applying. This authorization is consistent with past Board action. Based on previous experience, PIC staff estimates that as many as 10 applications will be submitted for services to DTPA .residents of the Contra Costa County service delivery . area. In order to provide local agencies the maximum opportunity to prepare the RFP, and to allow the best possible opportunity for the funding of programs to serve County residents eligible for DTPA, it is recommended that the PIC Executive Director be delegated to review for the Board 8% funding proposals due March 1, 1991.
