County �OrTA LPA DATE: December 24, 1990 EOUN'� SUBJECT: IMPLEMENTATION OF SB 1921 IN CONTRA COSTA COUNTY SPECIFIC REOUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: Adopt the attached Resolution to make SB 1921 (Chapter 372, Statutes of 1990) , effective in Contra Costa County. BACKGROUND: The Board of Supervisors and Local 1 jointly sponsored legislation in 1990 which would allow Contra Costa County to negotiate with an appropriate employee organization regarding the terms and conditions under which Probation Officers could be offered safety retirement and especially in regard to who would pay the employer' s increased contributions. This bill, SB 1921 (Chapter 372, Statutes of 1990) is effective January 1, 1991. Under current law, there is no provision which clearly allows a County to negotiate with an employee organization so that the employee will pay the increased costs which would otherwise be borne by the employer as a result of making the employee a safety member of the retirement system. The Probation Unit of Local 1 wanted safety retirement badly enough that they were willing to . join the County in seeking such legislation so that the County could afford to provide safety retirement to Probation Officers without any immediate increase in costs for the County. SB 1921 provides that its provisions are not effective until the Board of Supervisors by Resolution votes to make them effective in Contra Costa County.
