BACKGROUND- In 1989, Assemblyman Floyd introduced AB 8 which would have required all individuals of any age to wear a helmet when driving a motorcycle. The bill passed the Legislature but was vetoed by the Governor, who claimed that the majority of accidents involving motorcyclists involved individuals under the age of 21. The Governor indicated that he would sign a bill which required helmets for drivers under the age of 21. With the change in Administration, Assemblyman Floyd is again introducing a motorcycle helmet bill.
