Background: In 1982 , Contra Costa County sponsored the establishment of the residential TOU rate within the PG&E service area. Having pioneered this rate case, Contra Costa County should now work closely with PG&E to promote its use by county residents. Actual experience shows that customers on the TOU rate not only shift peak use but also achieve overall energy conservation. In addition, residents shifting their energy use to off-peak times through the TOU rate can save significant amounts of money, usually over $100 per year per household. At a time when energy costs are going up and the need to reduce our dependence on foreign oil is highlighted, it is appropriate that Contra Costa County make the extra effort to let our constituents know about the TOU program that could save them money as well as conserve energy.
