1. Acknowledge the resignation of Clarice Lawrence from the
Family and Children' s Trust Committee (FACT) and direct the
Clerk of the Board to follow Board policy with regard to
posting the vacancy.
2. Appoint to an at-large seat on the Family and Children' s
Trust Committee (FACT) :

RFP Subcommittee in order to insure that no member who is
reviewing and making recommendations for funding from any of
the three Trust Funds under FACT' s jurisdiction has any
conflict of interest pursuant to the Board of Supervisors'
conflict of interest guidelines and those of the State
Department of Social Services.
6 . Require all members of the Family and Children' s Trust
Committee who choose to serve on the FACT RFP Subcommittee
to complete the attached "Conflict Free Statement" .
7 . Authorize the At-large members of FACT to participate in
both the revision of the RFP and in the reading and ranking
of the responses to the RFP.
8 . Establish as priority areas for funding in 1991 from the AB
1733, AB 2994 and Ann Adler Family and Children' s Trust
Funds the following:
* Counseling for Family Preservation.
* Parenting and Family Life Education.
* Child Care
9 . Establish as desirable goals that funding for a one-year
period be provided with the possibility of a one-year
renewal, depending on the availability of funding and the
contractor' s success in achieving program outcomes.
10. Identify that one part of the rating system is evidence of
an agency' s ability to meet the terms of their contract by
providing direct services.
11. Include as a criteria for judging the adequacy of an agency
to receive funds that the size of an agency is less
important than is the geographical area and clientele the
agency serves.
12. Include as a criteria for funding that no agency shall
receive credit or be penalized on the basis of their having
received or failed to receive funds from any of the Trust
Funds in the past.
13 . In addition to the above funding priorities, provide that
priority funding consideration in making funding decisions
in 1991 be given to the following factors:
* Programs serving families in East and/or West County
* Programs serving minorities
* Programs using interagency collaboration
14. In addition, authorize the inclusion of an emphasis on the
Family-Centered Approach in the RFP Instructions and
Content.
15. Remove as referrals to our Committee the specific issues
addressed in this report, leaving on referral to our
Committee the remaining issues referred in the December 4,
1990 and December 18, 1990 Board orders.
BACKGROUND:
On December 4, 1990 and December 18, 1990, the Board of
Supervisors referred to our Committee the responsibility to track
the contributions to the Ann Adler Family and Children' s Trust
Fund and to review plans for the distribution of funds from the

Ann Adler Family and Children' s Trust Fund and the AB 1733 and AB
2994 Trust Funds.
The Family and Children' s Trust Committee (FACT) has asked to
meet with our Committee to review funding priorities and
processes for the 1991 year. We met with representatives from
FACT and their staff from the Social Services Department, Bill
Weidinger, on January 28, 1991. Our Committee received and
reviewed the attached reports. We were extremely impressed with
"The Family-Centered Approach'' which is the last page of the
attached report dated January 22, 1991 and really reflects the
unique philosophy which makes many of the human services being
provided by Contra Costa County as successful and as focused on
the total environment from which a child or other family member
comes as they are. We are recommending that the Board approve
this statement as a basic philosophy for our Interagency Family
Preservation Program and other appropriate programs administered
by the County.
The other recommendations being made address the need to focus
our resources on specific high priority services, rather than
dissipating our limited resources on a wide variety of needed but
less urgent services.

Four members of FACT and I are requesting the opportunity to meet
with the Internal Operations Committee to discuss and clarify the
Board's priorities, philosophy, and directions about funding
considerations for our committee.
FACT has held public hearings and conducted a needs assessment
survey in October and November 1990. FACT will soon -be sending out
RFPs and wants to meet with IO to clarify and prioritize the
Board's concerns regarding the selection of respondents to the RFP.
FACT requests the Board's approval on the following recommendations
regarding the RFP and funding process:
(1) The three priority areas for funding be counseling,
education and child care.
(2) Special consideration be given to East and West
_ County and also serving minority populations.
(3) One year funding be provided with one year renewal
depending upon availability of funds in program outcomes.
(4) Part of the rating system is evidence of an agency's
ability to provide services via the direct provision of
such services.
(5) The size of the agency does not matter, but, rather, the
geographical areas and clientele they serve are of
importance.
(6) There be no limit on the length of funding. Our intention
is to open the funding and not give preference to those
agencies previously funded, but also not to make that
either an advantage or a disadvantage.

I. Summary of Needs Assessment and Recommendations for the
Establishment of Program Priorities.
Counseling, education & child care services were the priority
areas indicated in the needs assessment process conducted by
FACT in October, 1990.
FACT .sent out approximately 420 surveys, contacted the local
newspaper media and held public hearings in .each part of the
county in addition to consulting the United Way 1990 Needs
Assessment, the 1990 Head Start Assessment and the 1989 status
report regarding child abuse related needs services in Contra
Costa County.

II. Role of FACT At-Large Members in the RFP Sub-Committee
FACT is recommending that the At-Large members be included in
both the revision of the RFP and also in the reading and
ranking of the responses to RFPs.
The At-Large members have played a vital part in the work of
the FACT Committee. Their expertise in programs for children
and families and their ability to represent their part of the
county would add to the RFP ranking process.
To the best of FACT's knowledge, the At-Large members meet the
legal requirements of the. State Department of Social Services
and the Board of Supervisors' conflict of interest guidelines
dated July 10, 1989. As such, County Counsel has indicated
there are no problems. with the At-Large members taking on
these additional tasks.
III. Conflict Free, Conflict of Interest Statements ,
FACT is recommending that the attached "Conflict Free
Statement" (Attachment A) be approved by the Internal
.Operations Committee for use in ascertaining a FACT member' s
status regarding the Conflict of Interest guidelines.
IV. Recommendations for One Appointment to FACT's At-Large Seats
and One Withdrawal from one At-Large Seat
It is with great pleasure that the FACT Committee recor-mends
Teresa Puentes-Sweetser to fill the vacant At-Large seat in
West County.
On September 18, 1990 Colleen Floyd, Assistant to Supervisor
Tom Powers and myself interviewed Teresa at Supervisor' s
Power's office and her application is attached. (Attachment B) .
On October 2 , 1990, the Board of' Supervisors appointed Clarice
Lawrence of 628 Carpino Street, Pittsburg, CA to the At-Large
seat from East County.
On October 15, 1990 Ms. Lawrence called Mr. Weidincer and
stated she had to withdraw from FACT due to several illnesses
in her extended family. Mr. Weidinger expressed his sympathy
on behalf of the Board and FACT and stated he would recommend
her withdrawal on behalf of FACT.
V. Recommendation for One Apnointment to FACT from FACSAC
FACT recommends that Dianna Coggin be appointed as the
representative from FACSAC to the FACT Committee.

As outlined in the Board Order of March 25, 1985 the FACT
Committee is to consist of members representing various
agencies (of which FACSAC is one) who are sensitive to family
and children's needs and families with Contra Costa community
agencies.
Ms. Coggin is an alternate FACSAC member and a resident of
East County for. many years.
On or about November 9, 1990, Mr. Weidinger met with Ms.
Coggin at the Antioch Social Services ' office. Dianna' s
application is attached (Attachment C) .
VI. Additional Recommendations for FACTORS in Weighing the RFPs
FACT recommends that the following factors have special
consideration during the final deliberations of the RFP
ranking process. These factors arise from the needs
assessment surveys and public hearings.
A. Programs serving families in East and/or West County;
B. Programs serving minorities; and
C. Programs using interagency collaboration.
In addition FACT recommends that the Family-Centered Approach
definition (Attachment D) be included in the RFP Instructions
and .Content.
The Family-Centered Approach is one of the tenets used in the
Interagency Family Preservation Program. The Departments of
Education, Mental Health, Probation and Social Services are
seeking to implement this approach in their service-delivery
systems.. FACT believes that the use of this approach would be
beneficial to the families served by FACT funds.

-THE FAMILY-CENTERED APPROACH
The family-centered approach in the delivery of children's
services, whether through Mental . Health, Social Services,
Probation, or schools, considers each person in the context of his
or her family. The safety of both the child and the community
are of primary concern in this approach -and complies with legal
mandates to assure the safety of the minor within his or her family
whenever possible. The family-centered approach is based upon the
assumption that people are who they are in the context of their
families, be it their biological, extended, adoptive or foster
family. That despite hardship, loss, abandonment, and abuse,
People are members of families and they are loyal to their
families , and that attempts to work with people without taking
their families into consideration are bound to fail. An
understanding of the roles of family members and of involved
agencies, not only in creating and maintaining problems , but in
solving problems is critical to this approach. A family--centered
approach uses the family' s innate strength and ability to grow and
change as a foundation for building stronger and healthier
relationships. Families , not individuals , become the focus of
services; agencies do not function in isolation but in support and
coordination with eac-; other; and. family members become not only
clients but .also equal participants in the problem-selvic process .
