Declare vacant because the incumbent has declined to serve, the seat on the Integrated Waste Management Task Force to which Dorothy Sakazaki was appointed by the Board of Supervisors on January 15, 1991. 2. Declare vacant because the incumbent has declined to serve, the seat on the Solid Waste Commission to which Dorothy Sakazaki was appointed by the Board of Supervisors on January 15, 1991. 3 . Request the staff to the Integrated Waste Management Task Force to request that the individuals nominated by the Kensington Community Services District and Rodeo Sanitary District for seats on the Integrated Waste Management Task Force and Solid Waste Commission to complete applications and submit a letter to our . Committee in time for consideration by our Committee at - our meeting on February 25 , 1991, indicating what their interest and background is in the field of solid waste and why they would like to be appointed to one or both of these bodies. 4. Appoint to the Integrated Waste Management Task Force representing the Contra Costa Mayors' Conference: James J. Appoint to .. the Solid Waste Commission representing the Contra Costa Mayors ' Conference: James J. Sweeny Town Council, Town of Moraga 6 . Amend Recommendation # 3 in the Board' s Order on appointments to the Integrated Waste Management Task Force and Solid Waste Commission dated January 15, 1991, to correct the . appointment date for Elizabeth Rimbault as the representative from Delta Diablo Sanitation District to read as follows: "Once the resignation of Mary Rocha as the representative from the Delta Diablo Sanitation District has been received and acted on by the Board of Supervisors, direct the Clerk of the Board of Supervisors to make the mandatory posting of the vacancy and then appoint Elizabeth Rimbault as the representative from the Delta Diablo Sanitation District effective on the date that the ten day mandatory posting of the vacancy expires." BACKGROUND: The "Other Sanitary Districts" have a seat on both the Integrated Waste Management Task Force and the Solid Waste Commission. On the nomination of the Oakley Sanitary District, the Board of Supervisors appointed Dorothy Sakazaki. Ms. Sakazaki has indicated that she does not wish to be appointed to serve as a member of these groups, even though she is active in attending their meetings and in following solid waste issues in the County. Two other Districts, the Kensington Community Services District and Rodeo Sanitary District, nominated. . individuals for consideration for this seat. We are asking that each individual complete an application and advise our Committee in writing what their interest is in these appointments. We anticipate receiving this information in time for our February 25, 1991 meeting and will forward a recommendation to the Board of Supervisors thereafter. The Contra Costa Mayors' Conference likewise has a seat on both the Integrated Waste Management Task Force and the Solid Waste Commission for which they provide a nomination. Staff has been advised that the Mayors' Conference has nominated James J. Sweeny of Moraga as their nominee. It is, therefore, our pleasure to recommend his appointment to the Task Force and the Solid Waste Commission. When the Board acted on January 15, 1991 to appoint Elizabeth Rimbault to the seat belonging to the Delta Diablo Sanitation District, Mary Rocha had not yet resigned from the Integrated Waste Management Task Force. The Board of Supervisors accepted her resignation on January 22, 1991. Therefore, it is not possible to appoint Elizabeth Rimbault to the vacancy until the vacancy has been posted by the Clerk of the Board following the acceptance of the resignation by the Board of Supervisors. We are, therefore, recommending that the Board' s order of January 15, 1991 be corrected as noted. The resolution establishing the Task Force provides that nominations be submitted by the respective organizations and appointments be made by the Board of Supervisors. Three nominations were received from the Sanitary Districts and were forwarded to the .1990 Internal -Operations Committee for their review. Dorothy Sakazaki, who was subsequently appointed by the Board of Supervisors, declined the appointment for personal reasons. The two remaining nominees are John A. Pierce (Kensington Community Service District) and Janet L. Pygeorge (Rodeo Sanitary District) . Their nominating letters are enclosed for your review. The Contra Costa Mayors' Conference nominee is Jim Sweeney, Mayor of the Town of Moraga. As of this date, the nominating letter from the Mayors' . Conference has not been received. At our December 4 , 1990 Board of Directors meeting the board selected John A. Pierce as the districts nominee for the "Other Sanitary Districts" representative. Mr. Pierce has been a director with the Kensington Community Services District since 1985 , having served two terms as .President of the Board . Mr. Pierce has played a vital role in negotiating garbage contracts for Kensington. This has resulted in our having one of the lowest garbage rates in Contra Costa County. Pygeorge is interested in representing the "Other Sanitary Districts" on the County Solid Waste Commission. Mrs. Pygeorge has been involved in different community projects and groups which are as follows: She has been a director on the Board of Directors for the Rodeo Sanitary District for almost two years and will preside as president for the coming year. She has been active in the Rodeo Citizens Associationfor the past four years, was a director, and has the position of treasurer for the last three years. She headed a committee for the Community Development 'Block Grant in Rodeo. She was instrumental in gettinq sidewalks and wheelchair ramps in Rodeo.
