SUBJECT: FUNDING FOR ENVIRONMENTAL CRIMES STRIKE FORCE
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
1. Authorize the Environmental Crimes Strike Force to continue
operations through June 30, 1991.
2. Request the County Administrator to prepare, in conjunction
with the Health Services Director and District Attorney, and
submit to the Board of Supervisors for approval, an
appropriations adjustment which reflects the funding made
available by the cities and sanitary districts and the
revenue generated by the Health Services Department which is
being dedicated to. this program and which will insure
financing of the District Attorney' s staff for the
Environmental Crimes Strike Force through the end of the
current fiscal year.
3 . Authorize the Hazardous Materials Commission and/or Health
Services Department to work with all potential funding
sources regarding the need to identify funding to assure the
continuity of the Strike Force beyond the point when its.
current resources will be exhausted.
4 . Request the County Administrator to report to the Board of
Supervisors. again immediately following June 30 , 1991, with
an updated analysis of expenditures and revenues for the
Environmental Crimes Strike Force which the Board of

Supervisors can use in evaluating the feasibility of
continuing the Strike Force through some or all of the
1991-92 fiscal year.
BACKGROUND:
On December 18, 1990, the Board of Supervisors authorized the
Environmental Crimes Strike Force to continue operations beyond
December 31, 1990 and asked the County Administrator to report
back to the Board within 60-90 days regarding the status of
funding for the Strike Force. This is the requested report.
The Strike Force was originally funded for calendar year 1990
with contributions from the cities and sanitary districts. A
total of $148,000 was collected from these sources. The
agreement was that the funds would be used to add a full-time
Deputy District Attorney and a half-time Senior Investigator.
These two positions totaled $105,000 for calendar year 1990.
Since it was impractical to hire a half-time Senior Investigator,
the District Attorney - actually added a full-time Senior
Investigator, but only billed the Strike Force for a half-time
position during 1990. Effective January 1, 1991, the District
Attorney has indicated that it will be necessary to finance this
entire full-time Senior Investigator position. Currently, Health
Services' staff and other contributions to the work of the Strike
Force are entirely underwritten by Health Services, although many
of their staff are supported from fee revenue.
During the first half of calendar year 1991, it will be
necessary, at a minimum, to finance one full-time Deputy District
Attorney. and one full-time Senior Investigator. These positions
will cost $82,000 between January 1, 1991 and June 30, 1991,
assuming no cost-of-living increase before June 30, 1991.
The Strike Force had the contributions from the cities and
sanitary districts of $148,000 with which to operate during
calendar year 1990. When the 1990 calendar year costs of
$105,000 are deducted from this, there was a balance available on
January 1, 1991 of $43 ,000 .
We have agreed to make available to the Strike Force $96,000 in
outside funds generated by the Health Services Department for the
first half of calendar year 1991 to cover the District Attorney' s
costs for the Strike Force through June 30, 1991. It is clear
that this will be enough; when combined with the January 1, 1991
balance of $43 ,000, for the Strike Force to operate through the
majority of the calendar year, certainly well past June 30, 1991,
but not throughout the 1991-92 fiscal year. In order to check on
the status of funding mid-way through the year and before the
existing resources are . exhausted, we are suggesting another
progress report early in July, 1991 which summarizes the status
of funding through June ' 30, 1991 and which identifies how the
Strike Force can be funded through fiscal year 1991-92. At this
time, we do not anticipate that the Strike Force will be able to
continue to operate unless sufficient funds are generated by
sources other than the. County General Fund to maintain the
operation of the Strike Force. The next report on this subject
following the end of the current fiscal year will provide an
opportunity between now and then to determine the likelihood that
such revenue will be generated during the 1991-92 fiscal year.
The attached sheet identifies the budget for the Strike Force and
the resources which are available to support that budget.

* Only one-half of this amount, or $82,000 will be

October 31, 1991.
