SUBJECT: Youth Services Coordinator Contract SPECIFIC REQUEST(S)OR RECOMMENDATION(S)8 BACKGROUND AND JUSTIFICATION RECONP ENDATION Authorize the County Administrator or his designee to negotiate and execute a . contract for . the position of Youth Services Coordinator. FINANCIAL IMPACT The cost of this program is estimated to be $150,000 and we propose that the contract be for a three-year term. The cost of this program includes the Youth Services Coordinator position, clerical support and necessary services and supplies. The YSB has subsequently become the organization through which all services for youth are focussed - from County departments, proprietary, and non-profit agencies and service providers. To assist in this expanded function, the YSB meets regularly with representatives of youth serving organizations as the Expanded Youth Services Board (EYSB) . Following more than a year of discussion, the EYSB, on February 22, 1990 , determined that their first priority in serving children would be for the establishment of the position of Youth Services Coordinator. The Governor has recently appointed a state children' s services coordinator, a position the YSB feels is congruous with the County' s position. Under the general direction of the YSB, the person in this position would provide administrative support in the planning, research, development and implementation of youth-serving programs and would advise the YSB of key issues and trends and formulate recommendations for its consideration, among other responsibilities. Tasks would include serving as an advocate for programs, policies and legislation endorsed by the YSB and identifying possible funding sources, researching funding requirements and submitting grant applications and proposals. A Request for Proposal to provide the services of Youth Services Coordinator has been a collaborative effort of representatives of the EYSB. This recommendation would allow the County Administrator or his designee to negotiate the terms of the contract for this position and to execute the contract.
