HomeMy WebLinkAboutMINUTES - 02051991 - 1.45 1-045 TO: .BOARD OF SUPERVISORS -�- 1 0� Contra FROM: Phil Batchelor, County Administrator Costa x - _ County January 23, 1991 DATE: rTq-coax AMEND 1991 LEGISLATIVE PROGRAM IN REGARD TO ITEM # 16 SUBJECT: REGARDING FUNDING FOR TEMPORARY COURT COMMISSIONERS SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: Amend the Board' s 1991 Legislative Program to postpone until 1992 further consideration of the item which calls for legislation to provide a partial Trial Court Block Grant for the County' s Temporary Court Commissioners. BACKGROUND: One of the items in the Board's 1991 Legislative Program was the, passage of legislation 'which would provide for a partial Trial Court Block Grant for the County' s Temporary Court Commissioner Program, which is relatively unique in California in that the program is provided for in state statutes. However, when the Trial Court Block Grant Program was being formulated, these temporary commissioner positions were not included in determining the number of judicial positions the County has for the purpose of determining the County' s Trial Court Block Grant. Legislation was actually carried in 1990 and passed the Legislature, only to be vetoed by Governor Deukmejian, even though the legislation provided that it would not go into effect until the Trial Court Block Grant Program again received its annual Cosh-of-Living-Adjustment (COLA) . Senator Boatwright, the .author of the legislation in 1990, has advised the . This position is. certainly understandable, given the fiscal situation in which both the County and the State find themselves. We are, therefore, recommending that the. Board amend its 1991 Legislative Program and agree not to pursue this item during the current calendar year.
