HomeMy WebLinkAboutMINUTES - 02261991 - S.3 5 . 3 TO: BOARD OF SUPERVISORS Contra FROM: Supervisor Tom Torlakson Costa County DATE: February 26, 1991 SUBJECT: CODE ENFORCEMENT PROGRAM BY SANITATION DISTRICT NO. 15 AND NEED FOR REGULAR STAFFING OF COMMITTEE BY PUBLIC WORKS STAFF SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: ( 1) Direct the County Administrator and the Public Works Director to examine the code enforcement problems discussed by the Sanitation District No. 15 Citizens Advisory Committee. ( 2) Refer to the Finance Committee to consider funding a code enforcement effort from the Sanitation District No. 15 reserve fund for additional code enforcement related to illegal sewer hook-ups, mobile homes without connections, etc. (3) Direct the Public Works Director to review the need for regular staffing at the meetings of the Sanitation District No. 15 Citizens Advisory Committee and report to the Finance. Supervisor, District Five •:� Suite 100 .,, ;,, g Pittsburg, California 94565 Contra Costa County $, (415)427-8138 Board of Supervisors SrAcouN`n DATE: September 24, 1990 TO: Phil Batchelor, County Administrator FROM: Tom Torlakson, Supervisor, District V SUBJECT: CODE ENFORCEMENT NEEDS IN WEST PITTSBURG AND BETHEL ISLAND As a follow up to our discussion regarding the dire need for additional code enforcement efforts and speedier and more efficient processing _ of cases, I submit these concrete suggestions and ask for your input as soon as possible in moving ahead: 1. Raise all fees related to land use planning and apply the surcharge toward a code enforcement fund. Goal--to generate $75,000 on an annual basis . I understand that Riverside County has done something like this . 2 . In District 5, one of the main hot spot areas for code enforcement needs is West Pittsburg. Due to the efforts of the Redevelopment Project Area Committee, the West Pittsburg Municipal Advisory Council, the West Pittsburg Pride Committee, and my office, we have been able to identify and earmark $20,000 of redevelopment funds for code enforcement efforts in this fiscal year. The West Pittsburg Pride Committee has expressed an interest in pooling these funds into the larger effort, and in effect "contracting" for a set amount of additional code enforcement and legal staffing hours--hours above and beyond what West Pittsburg normally receives in a regular year. • r Phil Batchelor September 24, 1990 Page TWO 3. The other major hot spot for code enforcement needs in East County is the Bethel Island area. Recent meetings with various departments and recent contacts with the community makes it clear to me that many of the code enforcement violations relate to sanitary service--either illegal hook-ups or a lack of service all together. I recommend that we utilize $20, 000 in Sanitation District No. 15 budget and contingency funds to vigorously pursue related cases and thus bring on-going revenue to the district. This effort could generate far more in the long run than the $20, 000 initial investment. The district would, in effect, contract for additional code enforcement services . 4 . Fines and liens could be earmarked for a code enforcement revolving fund. At the proper time, I would like to refer this to the Finance Committee along with other related issues . Other communities have similar needs and other supervisors should be contacted to get ideas or suggestions for funding and programs in their districts .
