SUBJECT: APPROVAL OF 1991/92 GAIN PLAN UPDATE SPECIFIC REQUEST(S)OR RECOMMENDATION(S)8 BACKGROUND AND JUSTIFICATION RECOMMENDATION: At the conclusion of the public hearing, approve the 1991/91 Greater Avenues for Independence (GAIN) Plan Update. The recommended changes i to the Plan are as follows: 1. Beginning July 1, 1991, offer GAIN services to those AFDC recipients who want to be in the program and who are in the GAIN/JOBS target group of custodial parents under age 24 who have had no significant work history in the past year, or, who have no high school diploma and are not attending a high school program. Should funding allow additional participants to be served after bringing in the above group of individuals, recipients of AFDC whose youngest child is within two years of becoming ineligible for aid, and recipients who have been on AFDC 36 out of the last 60 months, whose youngest child is 6 or over, and who want to be in the GAIN program, will be asked to volunteer for the program. 2 . Develop a Teen Parent Plan, coordinating with the Office of Education's Project MARC, and teen parent programs currently operating in the county. The goal is to target teen parents and provide services to enable them to complete high school, to increase their chances of self-sufficiency by utilizing the GAIN services available to them. The above target groups and priorities within those groups are prescribed by state and federal law an GAIN st a regulations. Linda Canan, Division Manager, Services, Contra Costa County Social Service Department, spoke on the scope of the Contra Costa County Greater Avenues of Independence (GAIN) Plan Update, the population served, and of changes that need to be implemented because of reductions in the funding allocation. There being no other speakers, the Board CLOSED the hearing and APPROVED the recommendations set forth above. The Board also requested staff to prepare for the Chair's signature letters of appreciation to the Contra Costa Community colleges for the assistance they provided to GAIN participants. FINANCIAL IMPACT• The GAIN allocation for 1991/92 has been set at $4,280,780: This is 8% less than FY 90/91, a $381,937 decrease. To continue to provide all GAIN services to as many individuals as possible, it is necessary to limit the number of participants in the program. BACKGROUND: With decreased state funding. of ' the GAIN program, it is necessary to limit the number of participants. There are currently about 2,500 individuals in the GAIN program. The federal JOBS program changed the method in which AFDC participants are brought into GAIN. By serving the volunteers in the federal target groups, we project that most of those individuals can be brought into the program in 1991/92 . Additionally, by limiting the age of children in the 36 out of 60 month target group to school age children, child care costs will be kept under control. Child Care costs in GAIN have escalated' in the last year. Without more money in GAIN for child care, or more subsidized care, the number of participants must be limited. CA/dc GainPlan.jar diskc/dc
