Recommended Action: APPROVE amendment of lease between Contra Costa County and USAir Express and AUTHORIZE Chairman to sign said amendment. 11. Financial Impact: None III. Reasons for Recommendations and Background: USAir has notified the County that it will be terminating service at Buchanan Field Airport with the BAe 146 aircraft. It has replaced the Buchanan Field airport service with States West Airlines, Inc., dba USAir Express operation. The primary aircraft will be a twin-engine turbo prop aircraft called a DeHavilland Dash 8. This aircraft will hold 34 passengers. Their announced schedule is to provide 4 round trips per day to Los Angeles. The flight time with this aircraft would be 1 hour and 25 minutes which is approximately 20 minutes longer each direction than the BAe 146. The DeHavilland Dash 8 is 6 decibels quieter on approach and 11.4 decibels quieter on take off than the BAe 146. The proposed amendment to the lease would extend the allowed operating time to 11 p.m. for arrival only. The primary requirement is that they would have to have trained weather observers on the airport to give weather observations during the 10 p.m. to 11 p.m. time period. Because of its quieter approach levels than the BAe 1467 it is not anticipated that this later arrival would cause any added problems in the surrounding community. The current USAir lease specifies that only the BAe 146 aircraft may be used. USAir Express has requested that in addition to the DeHavilland Dash 8 that they also be allowed to utilize the Beech 1900 aircraft. This is a 19-passenger airplane and falls into our "commuter category". The Beech 1900 noise levels are 3.6 decibels quieter than the Dash 8 on landing and 2.9 decibels quieter than the Dash 8 on take off. (9.6 decibels quieter than the BAe 146 on landing and 14.3 decibels quieter on take off. All references to USAir Incorporated have been changed to States West Airlines Inc., dba USAir Express. The address for correspondence has also been changed. At the renewal date of July 1, 1991 the lease will be rewritten incorporating these changes. All other conditions of the lease remain unchanged. The Public Works Director recommends approval of this amendment.
