SUBJECT: Board Referral dated December 18, 1990 - Intersection of Golf Club Road and Paso
Nogal - Pleasant Hill
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) &BACKGROUND AND JUSTIFICATION
I. Recommended Action:
Accept the following Report and direct Public Works Director to send copy of report to Mr. E.
C. Sanford.
II. Financial Impact:
Varies per design alternatives.
III. Reasons for Recommendations and Background:
On December 18, 1990, the Board of Supervisors referred a letter from Mr. E. C. Sanford, 293
.MacGregor Road, Pleasant Hill, CA 94523, regarding the intersection of Golf Club Road and
Paso Nogal.
The intersection of Golf Club Road and Paso Nogal is a 'T' intersection with Golf Club Road
running in an east-west direction. Paso Nogal, coming from the south, connects to the east
approach of Golf Club Road by a short radius curve. This curve is posted with a curve warning,
a 20 MPH advisory speed, and other warning signs. There is a street light directly over the
intersection. The traffic volume through this intersection is approximately 6,000 vehicles per day
and the major traffic flow is westbound from Golf Club Road around the curve to southbound
on Paso Nogal and vise versa. The westerly leg of Golf Club Road provides access to the
Contra Costa Golf and Country Club and to several residential units.

There has been only one reported accident in 1989 and one in 1990 at this intersection. Both
of these reported accidents occurred in daylight hours; therefore, the level of artificial street
lighting does not appear to be a factor in recent accidents.
There has consistently been one or two reported accidents per year at this location over the last
several years. However, the majority of these involved solo motorists who were traveling in a
westbound direction and at a high rate of speed. These motorists struck the guard rail on the
northwest corner of this intersection.
Even though the accident experience at this location is quite normal, we are concerned about
the persistent occurrence of one to two accidents per year. For this reason, the intersection of
Golf Club Road and Paso Nogal has been identified as a potential project in the Countywide
Area of Benefit. The Public Works Department is coordinating with the City of Pleasant Hill to
prepare preliminary design alternatives for this intersection. The timing of construction is largely
dependent on the availability of funds.
