FROM: Mark Finucane, Health Services Director Contra
By: Elizabeth A. Spooner, Contracts AdministraCosta
DATE: February 8, 1991 0 County
SUBJECT: Approve submission of Grant Application #28-508 to the California
Integrated Waste Management Board for Household Hazardous Waste
Program
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
Approve and authorize the submission of Grant Application #28-508
to the California Integrated Waste Management Board in the amount
of $84,706 for reimbursement of the June 9, 1990 B.O.P. (Batteries,
oil and Paint) Drop for the Department's Household Hazardous Waste
Collection Project.
II. FINANCIAL IMPACT:
Approval of this application from the California Integrated Waste
Management Board will result in $84, 706 of non-discretionary grant
funding for reimbursement of the Department's June 9, 1990 B.O.P.
Drop for the Household Hazardous Waste Collection Project.
This is a one-time-only request for reimbursement of funds and no
County match is required.
III. REASONS FOR RECOMMENDATIONS/BACKGROUND:
Contra Costa County residents dispose of approximately 1200 tons of
household hazardous waste (HHW) in our landfills every year, while
additional unknown quantities are disposed of in stormdrains,
sewers and the soil. Residents have few ways to recycle used car
batteries, oil and latex paint. To provide an option, the HHW
Committee of the Hazardous Materials Commission sponsored a B.O.P.
(batteries, oil and paint) Drop at seven different sites throughout
the County. Approximately 4 , 000 residents brought in 16, 000
gallons of used oil, 7, 700 gallons of latex paint and 2 , 400 car
batteries for recycling.
The California Integrated Waste Management Board annually awards
non-discretionary grants for household hazardous waste programs
which had been implemented in the fiscal year prior to the grant
application. In order to meet the deadline for submission, the
application has been forwarded to the California Integrated Waste
Management Board, but subject to Board approval. Three certified
copies of the Board Order authorizing submission of the application
should be returned to the Contracts and Grants Unit.
