FISCAL IMPACT None. BACKGROUND/REASONS FOR RECOMMENDATIONS : . . The 1986 Tax Reform Act established a new tax-oriented program to-{ assist low income housing - the low' income housing tax credit. The credit was authorized only through 1989. The low income housing tax credit is now accepted in the development community. The above referenced bill would permanently authorize the low income housing tax credit.
