SUBJECT: Approving Plans and Specifications for Drainage Area 30A, Line A, Oakley Area.

SPECIFIC REQUEST(S) OR RECOMMENDATIONS) &BACKGROUND AND JUSTIFICATION
I. Recommended Action:
APPROVE and Plans and Specifications for the Project and ADVERTISE for bids to be received
on Thursday, March 28, 1991, at 2:00 p.m.
DIRECT the Clerk of the Board to publish the Notice to Contractors in accordance with Section
21191 of the Public Contract Code.
AUTHORIZE the closure of Rose Avenue to through traffic between Cypress Road and
Vinewood Drive for approximately two weeks with the exception of emergency vehicles and local
residential traffic.
II. Financial Impact:
The estimated contract cost of the project is $389,000, funded by Drainage Area 30A (100%).
111. Reasons for Recommendations and Background:
The project is needed to provide an outlet for the DA 30A Detention Basin and to reduce the
potential for flooding in Drainage Area 30A.
The Chief Engineer has filed with the Board of Supervisors the Plans and Specifications for the
project.

III. Reasons for Recommendations and Background Cont'd.:
The general prevailing rates of wages, which shall be the minimum rates paid on this project,
have been filed with the Clerk of the Board and copies will be made available to any interested
party upon request.
The Board reviewed and approved the project on May 8, 1990 and found, on the basis of the
initial study and all comments received, that there is no substantial evidence that the project will
have a significant effect on the environment and adopted the Negative Declaration.
IV. Consequences of Negative Action:
If the project is not approved for advertising, it will not be constructed.
