THE BOARD OF COMMISSIONERS, HOUSING AUTHORITY OF THE COUNTY OF CONTRA COSTA
RESOLUTION NO. 3608
RESOLUTION COMMITTING THE HOUSING AUTHORITY OF THE COUNTY OF CONTRA COSTA
TO FOLLOW ALL LOCAL LAND USE, ZONING, ENVIRONMENTAL AND DESIGN REVIEW
REGULATIONS IN THE PROCESS OF OBTAINING APPROVAL FOR THE PROPOSED SENIOR
HOUSING DEVELOPMENT AT THE END OF CHESTER DRIVE, ADJACENT TO THE
EL PUEBLO PUBLIC HOUSING DEVELOPMENT
WHEREAS, the Housing Authority of the County of Contra Costa has indicated
to the City of Pittsburg that the Housing Authority is interested
in developing a multi-unit rental housing developoment for low-
income seniors on land owned by the Housing Authority at the end
of Chester Drive within the city limits of the City of Pittsburg;
and,
WHEREAS, in come cases, the Housing Authority of the County of Contra Costa
may be exempt from local land use, zoning, environmental and
design review regulations of the City of Pittsburg; and,
WHEREAS, the City of Pittsburg has requested the commitment of the Housing
Authority to follow all relevant land use, zoning, environmental
and design review regulations of the City of Pittsburg in the
development of an affordable rental senior citizen housing
development as evidenced by resolution of the Board of
Commissioners of the Housing Authority;
NOW, THEREFORE, BE IT RESOLVED by the Board of Commissioners of the Housing
Authority of the County of Contra Costa that the Housing Authority
is committed to carefully following all of the local land use,
zoning, environmental and design review regulations that may
become relevant to the approval of a proposed multi-unit housing
development for low-income senior citizens on property owned by
the Housing Authority at the end of Chester Drive in the City of
Pittsburg.

IN THE CITY OF PITTSBURG
I. RECOMMENDED ACTION:
ADOPT Resolution No. 3608 committing the Housing Authority of the County of
Contra Costa to follow all local land use, zoning, environmental and design review
regulations in the process of obtaining approval for the proposed senior housing
development at the end of Chester Drive, adjacent to the E1 Pueblo Public Housing
Development.
II . FINANCIAL IMPACT:
None at this time.
III. REASONS FOR RECOMMENDATION/BACKGROUND:
The Housing Authority is interested in developing an affordable rental senior
citizen housing development in the City of Pittsburg. The proposed site is land
owned by the Housing Authority and is located at the end of Chester Drive adjacent to
the Child Development Center operated by the Pre-School Coordinating Council and the
El Pueblo public housing development.
In order to proceed with plans to construct this affordable rental senior
housing development, the City Council of the City of Pittsburg must take action to
call a special municipal election on whether to authorize approval of affordable
housing for seniors and to consolidate this special. election with other elections to
be held on the June 4, 1991 regular election date. This ballot measure is necessary
to conform with requirements of Article XXXIV of the California Constitution.
Prior to taking action on this item, the City of Pittsburg has stated that they
wish to obtain a resolution from the Board of Commissioners of the Housing Authority
of the County of Contra Costa which would commit the Housing Authority to follow all
local land use, zoning, environmental and design review criteria in the approval
process of the proposed senior housing-development. Resolution No. 3608 would
provide these assurances to the City of Pittsburg on this senior housing development.

At its Regular Meeting on Monday, February 25, 1991 the Advisory Housing
Commission of the Housing Authority of the County of Contra Costa voted to recommend
adoption of Resolution No. 3608 which would assure the City of Pittsburg that the
Housing Authority would follow all local land use, zoning, environmental and design
review regulations in the process of obtaining approval for the proposed senior
housing development at the end of Chester Drive.
IV. CONSEQUENCES OF NEGATIVE ACTION:
Should the Board of Commissioners elect to not adopt Resolution No. 3608,
the Housing Authority would be deprived of an opportunity to develop a low-income
senior housing development in the City of Pittsburg.
