S �- THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY,CALIFORNIA INTHE MATTER OF } RESOLUTION NO. 91/113 Declaring its Policy on the } Relocation of Vasco Road ) WHEREAS, Contra Costa Water District(CCWD)is proposing to relocate Vasco Road in the vicinity of the Kellogg Creek watershed in eastern Contra Costa County as required for the construction of a reservoir or combination of reservoirs on Kellogg Creek; and WHEREAS,this reservoir project,the Los Vaqueros Project,would be operated to meet two primary objectives critical to the constituents of CCWD--to improve the quality of CCWD's water supply`and to provide emergency storage to improve the reliabilty of CCWD's water supply,including drought protection; and WHEREAS, CCWD is committed to placing the Los Vaqueros Project in service in 1995 and to complete construction at a forecasted cost of$450 million,which cost is the basis of the Los Vaqueros portion of CC.WD's water rate program; and WHEREAS,this Board supports CCWD's Los Vaqueros Project; and WHEREAS,Contra Costa and Alameda Counties are responsible agencies for the relocation of Vasco Road and have designated CCWD as the lead agency for preparing environmental documentation. Alameda County and Contra Costa Counties'participation in the Vasco Road relocation was established by joint resolution of the Boards of Supervisors of the Counties of Alameda and Contra Costa, State of California,No. TTR89-1, adopted June 6, :1989; and WHEREAS,Vasco Road must be relocated prior to the beginning of reservoir construction so that traffic flows will not be interrupted; and "WHEREAS,this Board has the authority for land use and transportation plan- ning within the Board's jurisdiction; and WHEREAS,the Highway 4 Bypass Authority,a joint powers authority of Contra Costa County, the City of Antioch and City of Brentwood,is responsible for environmental documentation for long-range transportation improvements on the East County Corridor, including Vasco Road; and W 1BREAS,Caltrans recently asked for proposals to develop privatized trans- portation facilities under AB 680(Baker); and WHEREAS,the California Toll Road Development group submitted a concep- tual proposal for the Mid-State Tollway,an 85-mile toll road that would connect Interstate 680 near Sunol to Interstate 80 near Vacaville,a portion of which follows an alignment similar to the Vasco Road relocation project; and WHEREAS,becuase'the proposed toll road follows an alignment close to the proposed.relocation of Vasco Road; confusion has resulted as to possible relationships between the two projects; 91/113 -2- NOW,THEREFORE,BE IT RESOLVED THAT THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY,CALIFORNIA,DOES HEREBY ACKNOWLEDGE THAT: (1) CCWD's Vasco Road relocation project is for the relocation of a two-lane country road. (2) CCWD will proceed with implementation of the relocation of Vasco Road as de- fined in the Final Environmental Impact,Report, Vasco Road and Utility Relocation Project, State Clearinghouse No. 89032123, dated September, 1990. (3) CC"has no current or anticipated involvement in the development of the Mid- State Tollway. (4) The Mid-State Tollway project falls within the purview of the Highway 4 Bypass Authority and/or the Counties of Contra Costa,Alameda, Solano and not with CCWD. (5) CCWD will continue to participate through its designated representative on the Highway 4 Bypass Authority as an ex-officio member to take those steps necessary to recom- mend that long-range transportation alternatives,including toll roads, are included in the scope of environmental documentation being prepared by the Bypass Authority for the East County Corridor. NOW,THEREFORE,BE IT FURTHER RESOLVED,this Board acknowledges that the Mid-State Tollway project is a multi jurisdictional project and calls for a coordinated re- sponse with other affected agencies and counties. Supervisor Torlakson moved approval of the resolution. Supervisor Powers requested that the Transportation Committee furnish a full up-date of ,the projects the area. Supervisor Torlakson concurred. Therefore, 'IT IS BY THE BOARD ORDERED that Resolution No. 91/113 is ADOPTED; and the Transportation Committee is REQUESTED to provide a full up-date of projects in the area. hereby certify that this Is a true and correct copy of an action taken and entered on the minutes of the Board of Supe o on the date shown.
