SUBJECT: ACTIVATE THE WORKER ASSISTANCE CENTER TO ASSIST DISPLACED WORKERS
DDE TO OPERATION CLOSURB AT GAYLORD CONTAINER CORPORATION
SPECIFIC REQUEST(S) OR RECOMMENDATIONS) $ BACKGROUND AND JUSTIFICATION
RECOW4ENDED ACTION:
(1 ) Direct the Private Industry Council to immediately
establish a Worker Assistance Center at the Gaylord Container plant in
Antioch and/or ensure other available support services are provided
for Gaylord employees who will be displaced due to the temporary
closure of the east mill of the Antioch plant.
(2) Considering the economic crisis this closure .poses for
the area, send a letter to ,the Bay Area Air Quality Control Board
urging them to apply as much flexibility as possible in approving the
corporation's application for permits to or other licenses to reopen
the mill .
BACKGROUND INFORKATIONs Gaylord Container Corporation has
. announced that it will close certain operations at the Antioch paper
mill . This will result in the lay-off of 320 employees .
Besides the crisis impact on the wokers and their families,
this layoff translates into a severe economic impact--the loss of
approximately $1 million per month to the Contra Costa economy. The
spin-off effects in the services and retail sector of our economy will
be several million .dollars'' more per month in lost employment and
business . This is the biggest Contra Costa County worker dislocation
of this recession and second only to the Monogram shutdown that
effected 356 workers earlier in this decade.
Gaylord Container Corporation is committed to installing the
required air pollution control equipment. This Board of Supervisors
and the local community are in support of goals for cleaner air and
less odors along with Gaylord and the Bay Area Air Quality Control
Board. The reopening of this operation could be negatively effected
for a considerable length of time if the Air Board requires additional
air treatment installations (at a cost of between $5 to $6 million)
prior to reopening the operation.
The impact of this closure on our local economy .is enormous
enough to justify the temporary flexibility. of Air Board standards to
allow the corporation to reopen its operation and rehire hundreds of
workers . A definite timetable for the installation of additional
equipment within a 12-month period from restart may be a reasonable
approach.

The Board approved Item 1 above, and item 2,' approved with the request that
Supervisor Powers, who sits on the Bay Area Air Quality Management District Board, report to
this Board as soon as possible on. the ability of the Bay Area Air Quality Management District
to allow flexibility of the Air Board standards in the reopening of the plant.
