SUBJECT: Water Shuttle Service', Between Martinez and Benicia
SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
Adopt a resolution promoting the water shuttle service across the
Carquinez Strait, between', Martinez and Benicia as part of an MTC
study on water transit , in the Bay Area, directing staff to
participate on the Technical Advisory Committee for this study, and
.referring it to the Environmental Affairs Committee to monitor
progress in the development of a water shuttle service between
Martinez and Benicia (see Exhibit A) .

BACKGROUNDIREASONS FOR RECOMMENDATIONS
On January 23 , 1991, representatives of local, regional and state
agencies met at the Martinez Yacht Club to explore the possibility
of a_ water shuttle service for pedestrians. and bicyclists between
Martinez and Benicia. This meeting was particularly timely because
the Metropolitan Transportation Commission is beginning a study of
water transit in the Bay Area under authority of SB 2169 (Kopp) and
because the recently-approved Proposition 116 provides funding for
water transit service. The group agreed, to explore the -potential
for establishing service between Martinez and Benicia by including '
this route in the MTC study, providing staff to serve on the
Technical Committee for the study, and establishing a subcommittee
to monitor progress and determine a course of action. Among the
issues that must be examined in order to determine the feasibility
of a Martinez-Benicia water shuttle are costs (capital and
operating) , funding sources, potential ridership, legal issues, and
environmental issues.

Potential funding sources for such a service include Proposition
116, Regional Measure 1, and Caltrans. Proposition 116, the Clean
Air and Transportation Improvement Act of 1990 was approved by the
voters in June 1990 and provides $20 million for ferry service on
a statewide basis. Regional Measure 1, approved by the voters in
November 1988, increased Bay Area bridge tolls to $1.00 and
provides approximately $l: million per year to the northern bridge
group (San Rafael and Carquinez Strait bridges) for alternative
transportation which reduce vehicular congestion on the bridges.
When it obtained permits to widen the existing Benicia Bridge,
Caltrans was required by the Bay Conservation and Development
Commission to provide interim pedestrian/bicycle access in the form
of a temporary path, van shuttle or ferry. Caltrans is required by
SB 100 to provide a permanent pedestrian/bicycle lane on either the
Martinez-Benicia or Carquinez Bridges. Although Caltrans elected
to provide a van shuttle service for bicyclists and pedestrians, it
may be possible to apply the funds necessary to operate the van
shuttle to a ferry.
Potential legal issues to -be evaluated center around bond covenants
prohibiting establishment of a mode of transportation that is
competitive with the bridges. In addition, potential ridership,
access to the ferry via bikeways, transit, pedestrian paths and
automobiles, feeder transit service, the need for parking and
environmental concerns should be addressed.

SUBJECT: Support of a Study of Water Shuttle
Between Martinez and Benicia
WHEREAS, the County 'of Contra Costa is situated adjacent 'to
the Carquinez Strait; and
WHEREAS, existing transportation across the Carquinez Strait
is limited to bridges that are heavily congested and prohibit
access by pedestrians and bicycles; and
WHEREAS, water transit is a mode of travel that can
accommodate pedestrians and bicyclists, while also relieving
congestion on regional freeways and bridges, reducing vehicular
emissions, and conserving energy; and
WHEREAS, the Bay Conservation and Development Commission has
required Caltrans to provide access to pedestrians and bicyclists
across the Strait; and
WHEREAS, Senate Bill 2169, approved by the Legislature and the
Governor in 1990, authorizes the Metropolitan Transportation
Commission (MTC) to prepare a plan for water transit in the Bay
Area, providing an opportunity to determine the operating and
capital requirements, potential funding sources, potential
ridership, and legal constraints related to establishment of a
water shuttle across the Strait; and
WHEREAS, Proposition 116, Regional Measure 1, and Caltrans
represent potential funding sources for a water shuttle service
between Martinez and Benicia.
NOW, THEREFORE, BE IT RESOLVED, that the Board of Supervisors
of Contra Costa County supports the proposed MTC study of water
transit; and
BE IT FURTHER RESOLVED, that the Board of Supervisors of
Contra Costa County urges MTC to include establishment of a water
shuttle service for pedestrians and bicyclists between Martinez and
Benicia as part of this study; and
BE IT FURTHER RESOLVED, that the Board of Supervisors of
Contra Costa County directs staff of the Community Development
Department to participate on the Technical Advisory Committee for
this study; and
BE IT FURTHER RESOLVED, that the Board requests the
Environmental Affairs Committee to' monitor the progress toward
identifying funding sources and implementing a water shuttle
service between Martinez and Benicia; and
BE IT FURTHER RESOLVED, that the Board of Supervisors of
Contra Costa County requests the cooperation of Caltrans in
evaluating the possibility of water shuttle transit to satisfy the
BCDC requirement to provide interim access for pedestrians and
bicylists across the Carquinez Strait.
