HomeMy WebLinkAboutMINUTES - 02121991 - S.1 Tot BOARD OF SUPERVISORS Contra FROM: Supervisor Nancy Fanden Costa February 5, 1991 County DATEt BOARD REQUEST FOR THE, IMPLIIMENTATION OF THE LIVESTOCK SUBJECTS FEED PROGRAM FOR 1991, FOR CONTRA COSTA COUNTY SPECIFIC REOUEST(S) OR RECOMMENDAIIUN(S) & BACKGROUND A14D JUSTIFICATION RECOMMENDATION: That the Board of Supervisors recommend the Governor request the United States Secretary of Agriculture to approve the implementation of the Livestock Feed Program for 1991, for - Contra Costa County. BACKGROUND: The Contra Costa Agricultural Stabilization Conservation Committee (ASC Committee) has determined that the county' s livestock producers have suffered a 95% loss of livestock range forage as of January 31, 1991. Livestock producers are facing a serious threat to their ability to continue the production of livestock as a direct result of the drought continuing for an unprecedented 5th year. The USDA County Emergency Board ( CEB) has reviewed the drought conditions of Contra Costa County and estimates the loss of 1991 rangeland forage production on Contra Costa' s 179,000 acres, which are grazed by livestock, to have a dollar value loss of $2,890, 850 (an average rental value of $17 per acre is used in the estimated loss) . Prompt action will result in no delay in beginning the 1991 EFP and thus livestock producers will be eligible to receive the maximum financial assistance available to them.
