SUBJECT: Construction and Operation of New Central Library and County Library
Administration Facility in Concord
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMEMATIONS:
1. Adopt resolution that County will operate a new Central Library and County
Library Administration facility .in Concord.
2. Authorize the County Librarian to sign on behalf of Contra Costa County the
California Construction and Renovation Bond Act grant application being
submitted by City of Concord.
3. Approve Memorandum of Understanding between City and County regarding the
terms and conditions of operating and maintaining the new proposed library
and direct staff to prepare a formal agreement.
FINANCIAL IMPACT:
Construction: The cost of construction for the proposed new 80,000 square foot
Central Library and County Library Administration facility is $27 million, of
which 65%, or $17.5 million, would be paid by the State and 359,, or $9.5 million,
by the City of Concord.
Operations: The estimated operating cost of the proposed new Central Library
facility will exceed the current $1.6 million operating cost by approximately
$250,000. Although the new facility requires these additional costs, they can be
justified by the facts that the County will gain a modern and functional facility
with more public meeting rooms; more energy efficiency and will avoid the major
equipment replacement costs that will soon occur in the existing facility. In
addition the City agrees to fund the County's proportionate share of local match
for capital costs of project and land acquisition estimated at $3 million.

BACKGROUND:
I
At your meeting of February 5, 1991 your Board received information regarding the
City of Concord's application for California Library Construction and Renovation
Bond Act funds to construct a new 80,000 square foot Central Library and County
Library Administration facility. Part of the grant application package requires
the governing body of the jurisdiction that will be responsible for operating
library service in the building to adopt a resolution indicating its willingness
to operate the facility. You authorized the County Administrator and County
Librarian to meet with representatives of the City of Concord to negotiate sources
of funding for the operation of the new facility.
County and City representatives met for a preliminary meeting on February 6th and
again on February 7th, 8th and finally on February 11th to review and resolve
issues of operation, maintenance and cost sharing. The points of agreement
negotiated and agreed to at staff level are as follows:
County Agrees:
1. To pay all program operating costs of the new County Main Library at the 60
hours per week program level currently existing at the Pleasant Hill library
facility.
2. To pay an "equitable share" of grant application costs at $7,500 now and up
to $32,000 if the grant is approved, less any portion of these costs funded
by the grant.
3. To pay non-eligible grant costs for equipment, a telephone system, and
relocating the collection.
4. To pay routine interior maintenance, water, gas, and electric costs.
5. To reimburse the City for' its direct costs of providing and managing building
maintenance services (custodial, equipment service contracts, and interior
plumbing fixtures).
City Agrees:
1. To pay exterior maintenance, major mechanical repair, landscaping, garbage,
and sewer costs.
2. To provide rent free usage of the entire facility for use as the County main
library and County library administration for as long as the County main
library remains in the building, and City to provide County 18 months written
notice with any termination of occupancy.
3. To build a "turn-key" building with no County contribution.
4. To continue to host the municipal courts and if City proceeds with a new
Civic Center Master Plan, City will plan for and support the Mt. Diablo court
facilities.
City and County Agree:
To reopen discussions and negotiations of the terms and conditions of this
agreement if the City's February, 1991 application is unsuccessful or if the
City changes the proposed site of the proposed library facility.

' WHEREAS, the City of .Concord is applying for California
. Library Construction and Renovation; Bond Act grant, funds to .build

Administrative facility in Concord, and
WHEREAS, Contra Costa County currently operates a 12, 800
square foot branch library in Concord," a 28, 000 square foot Central
Library in Pleasant Hill and
WHEREAS, a new Central Library.- and County Library
Administrative facility in Concord will significantly enhance the
quality of library services offered countywide, and
WHEREAS, the ;grant application requires that the
.governingi . body of the . jurisdiction responsible, for operating
library service in the building must adopt 'a resolution indicating
its willingness to operate the facility,
NOW, THEREFORE, BE IT RESOLVED that Contra Costa County
agrees tooperate library service in the new Concord Central
Library and County Library Administration building being proposed
in the City of Concord grant application.
