Adopt resolution that County will operate a new Clayton Branch Library if building is constructed by the City. 2. Authorize the County Librarian to sign on behalf of Contra Costa County the California Library Construction and Renovation Bond Act grant application being submitted by City of Clayton. 3. Approve Memorandum of Understanding between City and County regarding the terms and conditions of operating and maintaining the new proposed library and direct staff to prepare a formal agreement. FINANCIAL IMPACT: The estimated operating. cost of the proposed new facility at current County Library branch operating levels is $325,000 per year. However, three service program options ranging in cost from $150,000 to $325,000 for the facility have been discussed. The lower cost options obviously provide fewer services in fewer hours and days of operation. Actual service level will be determined annually. BACRGROUM: At your meeting of February 5, 1991 your Board received information regarding the City of Clayton's application for California Library Construction and Renovation Bond Act funds to construct a new 15,500 square foot branch library facility. Part of the grant application package requires the governing ,body of the jurisdiction that will be responsible for operating library service in the building to adopt a resolution indicating its willingness to operate the facility. MEMORANDUM OF UNDERSTANDING FUNDING PARAMETERS: 1. The City and County shall annually determine mutually agreeable service levels for the program operation of the library. 2. The City agrees to provide building maintenance for the Clayton Community Library. 3. The City and County mutually agree that they will attempt to achieve a 2/3 (County) and 1/3 (City) sharing of the annual cost of the program operation of the library. 4. The City of Clayton agrees to provide a minimum of $50,000 annually to the program operation of the library. The City and County agree to meet in December of 1992 to re-open discussions on the level of service and cost sharing of the ongoing programmatic operation of the library. The cost sharing and service level will be determined, in part, based upon: 1. A Countywide tax measure in support of the County Library system. 2. A City sponsored tax measure in support of increasing revenue for City parks and library services. 3. The state of of the City's General Fund and an expanded revenue base. 4. New statewide revenue measures in support of the County services. '4'J 'Jr THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on February 12, 1991 , by the following vote: AYES: Supervisors Fanden, Schroder, McPeak, Torlakson, Powers NOES: None ABSENT: None ABSTAIN: None SUBJECT: RESOLUTION NO. 91/98 OPERATION OF LIBRARY SERVICE .IN NEW CLAYTON COMMUNITY LIBRARY WHEREAS, the City of Clayton is applying for California Library Construction and Renovation Bond Act grant funds to build a is,000 square foot library facility in Clayton, and WHEREAS, Contra Costa County does not currently operate any library facility in the City of Clayton and the City of Clayton wants the County to operate the new facility, and WHEREAS, the grant application requires that the governing body of the jurisdiction responsible for operating library service in the building must adopt a resolution indicating its willingness to operate the facilicy, NOW, THEREFORE, BE IT RESOLVED that Contra Costa County agrees to operate library service in the new Clayton Community Library being proposed in the City of Clayton grant application.
