SUBJECT: AWARD ARCHITECTURAL CONTRACT FOR DESIGN OF
A CHILD DEVELOPMENT. CENTER AT THE LAS DELTAS
PUBLIC HOUSING DEVELOPMENT IN NORTH RICHMOND
I. RECOMMENDED ACTION:
Award architectural contract to Gutierrez and Associates, a minority '
architectural firm, in the amount of $33,480 for the preparation of plans and
specifications and contract administration for the design of a Child Development
Center at the Las Deltas public housing development in North Richmond, and AUTHORIZE
the Executive Director to execute the contract, as recommended by the Advisory
Housing Commission.
II. FINANCIAL IMPACT:
The architectural fee of $33,480 will be paid by the Housing Authority with
Community Development Block Grant Funds awarded to the Housing Authority.
III. REASONS FOR RECOMMENDATION/BACKGROUND:
The Housing Authority was awarded $200,000 in Community Development Block Grant
funds in 1990 to construct a child a Child Development Center at the Las Deltas
public housing development in North Richmond. After the building is constructed,
this facility will house a Headstart Program operated by the Contra Costa County
Community Services Department. The Headstart Program will serve low income children
who live' in the North- Richmond community.
Nine architectural proposals were received by the Housing Authority. After a
ranking and interview process, the architectural firm of Gutierrez and Associates, a
minority architectural firm located in Oakland, California, was recommended for .
selection. Mr. Efren Gutierrez is the principal and owner of this firm.
On January 28, 1991 the Development Committee of the Advisory Housing
Commission recommended award of the architectural contract to Gutierrez and
Associates. At its Regular Meeting on Monday, January 28, 1991 the Advisory Housing
Commission voted to recommend award of the architectural contract to Gutierrez and
Associates in the amount of $33,480 for the preparation of plans and specifications
and contract administration for the design of a Child Development Center at the Las
Deltas public housing development in North Richmond.

IV. CONSEQUENCES OF NEGATIVE ACTION:
If the Board of Commissioners fails to award this architectural contract to
Gutierrez and Associates, it would force the Housing Authority to re-bid the
architectural contract and delay eventual construction of a critically needed Child
Development Center in the North Richmond community. The delay may jeopardize the
Community Development Block Grant funds awarded to the Housing Authority for the
construction of this Child Development Center.
