RECOMMENDED ACTION: Award the contract for modernization work at CA011001, Alhambra Terrace, Martinez, to the lowest responsible bidder, Ultrex Corporation, 103 Camino Oruga, Napa, 'CA 94581, at revised Base Bid No. 1 amounting to $1,055,170.00, . as recommended by the Advisory Housing Commission. II. FINANCIAL .IMPACT: Under the Fiscal Year 1989 Comprehensive Improvement Assistance Program $1,075,000 was allocated to the Housing Authority of the County of Contra Costa to proceed with modernization at CA011001, Alhambra Terrace, Martinez. III. REASONS FOR RECOMMENDATION/BACKGROUND: Bid requests were advertised in the Contra Costa Times. In an outreach effort, the Housing Authority of the County of Contra Costa mailed requests for proposals to small business, female. and minority enterprises in the Bay Area. Bids were opened on Thursday, January 4., 1991 at 2:00 p.m. and were received from nine contracting firms. Ultrex Corporation, 103 Camino Oruga, Napa, California, with revised Base Bid No. 1 in the amount of $1,055,170.00 is determined as the lowest responsible bidder. Revised Base Bid No. 1 deletes the installation of central heating units in one and two bedroom units because of the amount of available C.I.A.P. funding. The Advisory Housing Commission at its Regular Meeting on January 28, 1991 voted to recommend award of the bid for the modernization work to be accomplished at CA011001 Alhambra Terrace, Martinez to the lowest responsible bidder, Ultrex Corporation at Revised Base Bid #1 in the amount of $1,055,170.00. IV. CONSEQUENCES OF NEGATIVE ACTION: Should the Board of Commissioners elect to not award the contract for the modernizaion work at CA011001, Alhambra Terrace, Martinez, to Ultrex Corporation this work could not be accomplished on a timely basis and the costs. of the work would . increase beyond the available HUD Comprehensive Improvement Assistance Program funding.
