This report contains a summary of activities and accomplishments of the Fish and Wildlife Committee during 1990 and a proposed program for the forthcoming year. An attendance list is also attached, as required by the Board Resolution. 1990 was an active year for the Committee. The Committee currently has a member and an alternate representing the County on the Shell Oil Spill Litigation Settlement Technical Advisory Committee. This Advisory Committee was established to make recommendations on the distribution of fine monies. Our Committee is investigating the cost of enhancing the Pacific Gas and Electric wetlands in Pittsburg. This wetlands project will require funding and support of PG&E management. The Committee is also investigating the possibility of a wetlands enhancement project at Central Contra Costa Sanitary District's property on Blum Road. This project would utilize treated waste water to enhance a wetland habitat area. A meeting has been scheduled with Central Sanitary management to discuss the concept for the project. The Committee drafted a Wetlands Report, which was submitted to the Water Committee. This Report will serve as the basis for developing a Wetlands Conservation Ordinance during the coming year. At the request of the Water Committee, the Committee will draft language into the Wetlands Conservation Ordinance to protect County Islands from habitat degradation. Our Committee is also finalizing a proposal for legislation which would authorize the State Health Department to conduct a risk assessment study on the toxicity levels of fish in the Delta. This proposal will be submitted to the Water Committee, then circulated to various agencies and interested groups for comments. At the request of the Water Committee, activities at the Mc Avoy Boat Harbor were monitored throughout the year. The Committee also reviewed the appropriateness of public access along delta levees, and recommended maximizing access whenever feasible except on privately owned property. Our Committee has been monitoring the progress of the Maritime Business Park project (Praxis property). As this development is proposed in an historic wetland area, the Committee is concerned about the potential loss of wetlands and will continue to monitor this proposal. Our Committee made several on-site inspections during the year, including the Hoffman development at the Big Break area and the McAvoy Boat Harbor site. We will be developing a detailed Wetlands Conservation Ordinance which will standardize the processing of proposed developments in sensitive habitat areas. A sub-committee was formed to respond to a request for funding from the Lindsay Museum, and in response to recent legislation, our Committee will develop a standardized format for receiving applications for grants from the Fish and Game fund. Our Committee will be reviewing the Draft Environmental Impact Report/Statement (DEIR/DEIS) for the Delta Wetlands Project and making appropriate comments through the Water Committee.
